The Energy Policy Branch, within the Ministry of Energy and Resources, is seeking a strategically minded individual to serve in the role of Senior Policy Analyst. This position provides the opportunity to make a significant contribution to the future of Saskatchewan by supporting government policy development and decision-making pertaining to the province’s energy sector.

The Senior Policy Analyst position acts to support the development and delivery of the Ministry’s economic, policy, and regulatory frameworks. Work can include aspects of: investment and economic analysis, regulatory analysis, preparing government documents (e.g., briefing notes, decision items, memos), conducting research, monitoring ongoing and developing energy-related trends, and managing multi-faceted, high-priority projects from start to finish. This will require exceptional analytic skills, along with excellent verbal and written communication skills. Of pre-eminent importance is a demonstrated capacity to understand how a problem or opportunity can impact Saskatchewan’s energy sector and subsequently provide soundly reasoned and evidence-based advice.

For this position, it will be considered an asset for the candidate to have a strong understanding of and experience with energy policy, oil and gas sector competitiveness, greenhouse gas (GHG) emission management issues (provincially and/or federally), economic and financial analysis techniques, and emerging energy resource sectors. Experience with management, implementation and review of government programs will also be considered an asset. Candidates confident in their analytic, communication, and strategic thinking capabilities with experience in some, but not all, of these aspects are encouraged to apply.

Reporting to the Director of Energy Economics, your responsibilities will include:

  • Providing strategic options, comprehensive policy advice, briefing papers, recommendations, and perspectives to senior management on issues relating to oil and gas, climate change and other emerging energy sectors.
  • Leading in the development of policy initiatives, reports, and studies associated with resource production in Saskatchewan.
  • Monitoring and analyzing issues related to the oil and gas sector, greenhouse gas management, and other emerging energy sectors through research, novel analysis, and stakeholder engagement.
  • Contributing to and sustaining an innovative and supportive environment that enables the Energy Policy branch to achieve results and supports our corporate values.

The successful candidate will be required to work independently or within a team. The ideal candidate in this role will have:

  • The demonstrated ability to think strategically and develop creative solutions to complex problems.
  • Knowledge of government planning, policy development, and decision-making processes.
  • Experience communicating effectively, in person and in writing, with a range of individuals and groups.
  • Strong economic and financial analysis skills.
  • Demonstrated strong organizational and time management skills, effectively navigating a broad scope of issues under pressure and within tight timelines.
  • Knowledge of Saskatchewan’s oil and gas sector, greenhouse gas emissions management, and knowledge of other emerging resources in the province will be considered a strong asset.

Typically, the knowledge, skills, and experience required to be successful in this position would have been obtained through:

  • The completion of a master’s degree in public administration, public policy, business administration, political science, international affairs, economics, or finance.

  • Meaningful work experience in the development of public policy, with an emphasis on high levels of personal responsibility.
