Term/Status: Auxiliary/Temporary - anticipated 70 hours bi-weekly to October 2026
Classification/Salary: Social Program Officer R30 / $49.71 to $56.77 hourly
Team: RD SI
Location: Any CLBC South Interior office (hybrid with 3 days in office after passing probation)

About the Role:

As a Quality Assurance Practice Consultant (QAPC) at CLBC, your work will enable CLBC to provide the highest possible quality of service through expert support and analysis and by building strong relationships with individuals, families, front-line staff, and other agencies and stakeholders. Using the Quality Assurance and Quality of Life frameworks to guide decisions, the QAPC advises and supports individuals, families and staff through the Complaints Resolution process to achieve a fair, responsive and respectful outcome.

As a QAPC, you will engage and collaborate with a wide variety of stakeholders, enabling them to gather and analyze information, identify patterns and possibilities for the organization and the individuals and families we serve, and provide recommendations for enhancing services and practices.

This role provides operational support by bringing an expert perspective to support organizational effectiveness and changes, and to the implementation of new practices, processes, and projects that enhance the quality of life for the people we serve.

Key responsibilities include:

  • Provide leadership, coordination, and consultation to the regional management team and staff
  • Identify key areas of "risk" in the field, and work with regional management to mitigate these risks
  • Assess Quality Assurance practices and processes, gather data, assess gaps and recommend practice/process enhancements to the regional management team
  • Analyze existing policy, practice, standards and quality assurance mechanisms
  • Develop standards, forms, agreements, processes and practice guides that support policies
  • Distill key learning, identify practice implications and make recommendations for new or enhanced approaches and solutions
  • Lead agency quality assurance reviews, communities of practice, special initiatives and project roll-outs
  • Support and advise front-line staff, peers and Integrated Service Managers on complex Quality Assurance cases using a consulting cycle
  • Advise staff on the interpretation of acts, regulations, standards and procedures
  • Provide practice support and consultation to field staff on elements of the Quality Assurance Framework, such as adult guardianship issues, internal and external quality service reviews and other key areas as identified by the regional management team
  • Liaise with peer QAPCs regarding suggested changes to maintain consistent practice across the regions

What you'll bring:

  • Preference will be given to candidates with a Bachelor of Social Work or Business-related degree with a human services orientation or equivalent degree
  • 2 years of minimum demonstrated experience in social service delivery, preferably in community living
  • Experience with social policy development is an asset
  • An equivalent combination of relevant education/experience may be considered
  • Experience preferred in supported decision-making and the operation of community supports and services, and how they respond to the needs of individuals and families

Additional Info:
Travel: Occasional travel as required throughout BC, primarily within the region, with occasional travel outside of the region.
Successful applicants are subject to a Criminal Record Check (Criminal Records Review Act.
An eligibility list for internal candidates may be established. This list is shared with the Labour Management Committee.
