Position Objective
The position of the Manager, Information Technology's primary responsibilities are to oversee the planning operations of the IT Infrastructure and IT Services Delivery (Service Desk and Customer Support) to ensure the streamlined operation in alignment with the objectives of the organization to ensure overall success. This individual will plan, coordinate, direct, and design related activities necessary to ensure a robust and highly sustainable environment. The IT Manager will work closely with affected internal and external parties to identify, recommend, develop, implement and support cost-effective, scalable technology solutions for all aspects of a healthcare organization. This person will also define, oversee the development of and implement IT policies, procedures and best practices.
Responsibilities:
Strategy and Planning
o Contribute to the strategic planning process to ensure relevant, sustainable and scalable solutions
o Lead operational planning to support overall strategic direction, foster innovation, planning projects and organizing and negotiating the allocation of resources
o Create and monitor tactical plans required to fulfill strategic objectives
o Continuously seek to enhance service maturity levels to meet evolving needs of customers
Operational Management
o Manage financial aspects of the IT Department, including the purchasing, budgeting and budget review
o Manage the deployment, monitoring, maintenance, development, upgrade and support of all IT systems including servers, peripherals, audio visual equipment and appropriate operating systems and back office applications.
o Manage IT staffing, including recruitment, supervision, development, evaluation and disciplinary action
o Oversee provision of customer services including Services Desk and level 2/3 technical support
o Oversee the development and implementation of all IT policies and procedures across all areas including those required for architecture, business continuance, standards and service provision
Procurement and Projects
o Advise on leading IT industry trends, emerging technologies, and best practices
o Develop business cases justifications and cost/benefit analyses for spending and initiatives" Support and oversee projects relating to the technical portfolio to ensure success and provide a point of escalation
o Work with internal and external teams to obtain and deploy solutions that are well described and address business needs
o Encourage shared investment opportunities to recognize efficiencies and economies of scale
o Support procurements through knowledge of BPS guidelines
o Participate in contract negotiation and subsequent ongoing vendor relationship management
o Manage vendor partnerships
Qualifications
o University degree in relevant discipline
o At least 5 years of leadership experience, showcasing increasing responsibilities in an enterprise environment, ideally within a healthcare setting, is preferred
o Proven experience in IT infrastructure planning, development and support
o Demonstrated experience in budget development, fiscal planning, and financial management, with a proven ability to monitor and control expenditures in line with organizational goals and priorities
o Strong understanding of financial reporting, cost analysis, and variance analysis, with the ability to make data-driven decisions to ensure budget adherence and optimize resource allocation
o Demonstrated expertise in IT asset and financial lifecycle management, including evaluating, negotiating, and overseeing technology leasing agreements.
o Strong understanding of project management principles.
o Exceptional knowledge of service and application delivery, as well as successful service level agreement accomplishments.
o Solid understanding and technical knowledge of current network, operating systems, hardware, protocols and standards
o Experience with systems design and development from business requirements analysis through to day-to day management
o Industry certifications such as ITIL, PMP would be considered an asset
o Knowledge of business processes, management and budgeting
o Understanding of human resource management principles and practices
o BPS guideline based knowledge and experience would be an asset
o Proven ability to build strong interpersonal relationships
o Experience working in a team orientated, collaborative environment
o Excellent written, verbal and interpersonal communication skills
o Consistent and regular attendance required
