The newly established pan-Canadian Integrated Youth Services Collaboration Centre (IYS-CC) aims to support development, implementation and evaluation of Integrated Youth Services (IYS) best practices, quality services, and engaged research across Canada. There are emerging or established IYS networks in every province and territory in Canada, with local IYS locations in more than 100 communities. IYS networks deliver mental health, substance use health, primary care, education, employment, housing and other health, social and community services to youth aged 12 to 25 years. The IYS model is characterized by its commitments to equity, engagement, measurement and continuous learning. IYS networks work in close connections to the ACCESS Open Minds Indigenous Youth Mental Health and Wellness Network. The IYS-CC in Ontario, operates out of CAMH.

Position Description The pan-Canadian Integrated Youth Services Collaboration Centre (IYS-CC) hosted by CAMH is recruiting an Equity Integration Specialist. This position will report to the IYS-CC Program Manager. The Equity Integration Specialist role is fully remote, and the successful candidate can be located anywhere in Canada. The Equity Integration Specialist will play a key role in supporting deliverables of the IYS-CC and integration of equity, human rights, and social justice principles within implementation, measurement, research, and data utilization. The Equity Integration Specialist will work with and support IYS networks throughout Canada to partner effectively with diverse youth and service providers who serve youth facing marginalization (e.g., Black and other racialized youth, 2SLGBTQ+ youth, youth with disabilities, youth experiencing poverty, newcomer youth). The Equity Integration Specialist will work closely with the Indigenous Partnership Specialist, as well as a diverse team of Implementation Specialists, Evaluator, and IYS stakeholders, including youth, family members, service providers, researchers, health equity specialists, and other IYS leaders, partners and advisors.

The successful candidate will work collaboratively across teams and networks to bring specific capacities and expertise in equity, decolonizing practices, anti-oppressive and anti-racist practice to the IYS areas of engagement, practice, training, implementation, evaluation, and research. Demonstrated knowledge of First Nations, Inuit and Métis communities, cultures, perspectives and health service providers is required. Demonstrated capacity for effective change management, partner engagement and coaching are also required. The successful candidate will have a strong background in decolonizing, anti-oppressive and anti-racist practice, excellent knowledge of equity frameworks and tools, and significant experience supporting others to identify, prioritize, and develop actions that advance meaningful and sustained change for equitable outcomes.

Responsibilities Will Include

  • Applying and integrating diverse approaches to system change such as Implementation Science, Quality Improvement and service/system design to support system partners to adopt new practices;
  • Engaging and fostering collaborative relationships with youth, family members, and diverse partners to develop a shared understanding and vision;
  • Working within strong partnerships and reciprocal relationships to examine systemic barriers, identifying with partners how health inequities are perpetuated, and develop plans and initiatives to promote health equity, equity knowledge/ literacy, and realize positive outcomes for marginalized youth;
  • Providing expertise, training, applicable advice, tools, and capacity building related to principles and practices of decolonization, anti-oppression and anti-racist services within IYS context;
  • Working within IYS-CC and in collaboration with IYS network partners to embed decolonizing practices, equity, anti-racism, and anti-oppression lenses to strengthen internal practices and policies, as well as outward facing communications, and activities;
  • Developing an understanding of the diverse communities, cultures, perspectives and health services across the IYS networks, in order to provide contextualized supports;
  • Connecting with youth, family, and Indigenous advisory groups to amplify voices, support youth-led initiatives, address advisor identified systemic barriers, and foster open communication among network partners;
  • Developing an understanding of the local mental health and substance use systems in order to provide contextualized equity-focused supports;
  • Understanding and reviewing trends and monitoring evaluation data to identify gaps and opportunities to strengthen equity-based initiatives, policies, and implementation activities for continuous improvement of equitable outcomes as part of a learning health system;
  • Assisting partners (internal and external) with building equity capacity through facilitation, coaching, problem solving, focused sessions, consensus building, decision making and conflict resolution;
  • Developing support processes, resources, fact sheets, frameworks, presentations, trainings, and tools based on Equity and Integration, and Implementation science knowledge and best practices for transformational systems change;
  • Building connections and supporting the capacity of individuals, organizations/agencies to address structural inequities in youth health care, mental health and substance use services.

Job Requirements The successful candidate will possess a Master’s degree in a relevant field of study (e.g., Indigenous studies, global studies, gender studies, social justice or a related equity, health, or social service discipline) or equivalent experience (required). Successful candidate will have at least three (3) years’ experience in the field of youth health promotion/ prevention, community health and/or mental health, and substance use services or other related health services.

  • Expertise in health or mental health program planning and implementation with a variety of organizations/agencies, with experience in the Indigenous health and/or mental health and/or substance use sector.
  • Thorough understanding of principles and practices of Indigenous engagement, Indigenous rights to sovereignty, and Indigenous methodologies in practice, research, and evaluation, are required.
  • Thorough understanding and recognition of the impacts on positions of power and privilege; Demonstrated commitment to principles of equity, inclusivity, respect and social justice.
  • Demonstrated ability to work in collaboration with diverse partners across Canada.
  • Ability to collaborate with youth and family members experiencing health inequities; ability to elucidate valid and different forms of knowledge and evidence in respectful, safe and empowering ways.
  • Experience applying and integrating diverse approaches to change such as Implementation Science, including Indigenous Knowledge frameworks, Quality Improvement and Services/ System Design to support partners in adopting and sustaining innovative/ best practices.
  • Demonstrated ability to provide guidance and leadership to collaborative partnerships and experience facilitating or contributing to program planning.
  • Demonstrated ability to coach partners and colleagues using strength-based problem solving, active listening, motivational interviewing, modeling and other coaching strategies.
  • Knowledge of limitations of western/conventional measurement and data governance and knowledge of culturally-appropriate measurement and data governance and approaches, including OCAP®, EGAP and others
  • Experience in assisting organizations/agencies with system change initiatives through facilitation, problem solving, decision-making and conflict resolution.
  • Excellent organizational, planning and time management skills, with the ability to multi-task, produce and coordinate projects to tight deadlines.
  • Expertise in decolonizing approaches to health care delivery as well as health equity and a proven track record of engaging others in open, meaningful and productive dialogue about colonization and reconciliation, equity, racism, and oppression.
  • Demonstrated ability to collaborate and work on a team, as well as function independently with minimal supervision.
  • Demonstrated ability and commitment to supporting the engagement of young people and family members with lived experience in planning and implementation activities, preferably within a mental health/substance use context.
  • Demonstrated strong interpersonal, communication (oral/written), community engagement, and creative problem-solving abilities.
