Reporting to the Manager, Business Decision Support (BDS), this position is responsible for creating economic models, using other available analytical tools or business decision support systems to study, analyze and quantify the profitability of services, costs of providing services, or assisting with the determination of pricing of a service or activity to assist management in making critical business decisions in support of achieving strategic corporate objectives. This role, working in support of the Manager, Business Decision Support, contributes centrally to the corporation's overall strategic planning initiatives through reports and presentations of findings to senior management. This position is also responsible for developing and maintaining cross-departmental communications and relationships as part of a business intelligence collecting network for data critical to the business decision apparatus in the organization. Additionally, this position provides similar services for special projects related to the critical operations of the organization as a whole or for specific business units as required.

Specific Accountabilities

  • Design and develop economic models utilizing elements of cost accounting, management accounting, actuarial sciences, along with associated risks and probabilities to evaluate options and contingencies to quantify and analyze data in support of the business decision process with respect to new or existing business services or special projects.
  • Design, develop and update all forward-looking BDS service cost models to advance modelling cost analysis in the Company.
  • Develop and maintain strong working relationships with subject matter experts (SME) within Product Marketing, Product Management, Technology Development, and Network Planning & Operations to gain an understanding of emerging network technology, provisioning practices and organizational capabilities that will be factored into the cost models for business decision support.
  • Provide support in the planning, implementation, and administration of medium and long-term enhancements to the costing framework.
  • Share knowledge regarding business decision support systems/mechanisms to mentor or develop subject matter experts within the Finance Department and the Company.
  • Identify opportunities for applying business decision support systems/mechanisms within the Company that add value and bring these to the attention of the Manager, BDS.
  • Prepare regulatory cost studies for submission to the CRTC as directed by the Manager, BDS.
  • Conduct research and financial analyses to assess the implications of regulatory proposals.
  • Prepare Company submissions on a broad range of topics to the CRTC in support of cost filings.

Knowledge and Competencies Required

  • Masters of Business Administration (MBA), post-graduate degree in Economics or Engineering, or a professional finance or accounting designation, such as a Chartered Professional Accountant (CPA) or Chartered Financial Analyst (CFA).
  • Minimum five (5) years extensive experience in economics, finance or accounting-related activities in business intelligence gathering, modelling and analysis.
  • Exceptional analytical and problem-solving skills, with proven attention to detail.
  • Detailed knowledge of incremental costing and economic principles related to cost, including concepts of the time value of money, and economic evaluators such as Net Present Value (NPV), payback period, rate of return, cost of capital etc.
  • Excellent communication, interpersonal, research, organizational, planning, project management, and facilitation skills with the ability to convey ideas effectively to non-financial/economic managers.
  • Ability to prioritize and manage multiple assignments within a self-managed environment.
  • Strong computer skills and the ability to quickly learn internal computer programs.
  • Excellent working knowledge of Microsoft Excel with a proven ability to create well-organized and flexible Excel templates which link to existing evaluation tools.
  • Results-oriented with an ability to work under stringent timeframes, under minimal supervision.
  • Ability to analyze and manipulate significant amounts of data.
  • A professional background in engineering systems is decidedly an asset.
