PRIMARY PURPOSE OF JOB: The EH&S Specialist, Emergency Management, provides direct support and specialist advice to Gibson regarding Emergency Management (EM) and Security. This is achieved through a thorough and ongoing assessment of the effectiveness of EM and Security people readiness, processes and technology and make/implement recommendations for improvement.
ACCOUNTABILITIES: · Plan, schedule and lead projects related to the design, implementation and/or improvement of emergency management (EM), security, transportation of dangerous goods (TDG) and other OHS related programs as required with medium term timelines (1-3+) years. · Subject matter expert (SME) for learning and development initiatives related to EM and security. · Assess and identify EM and security training/developmental needs. · Extensive knowledge of Incident Command System (ICS). · Support development and technical review of Emergency Response Plans, and Security Plans, including the negotiation of mutual aid agreements where required. · Develop and facilitate an emergency exercise program framework to support internal effectiveness measurement, regulatory compliance and continuous improvement. · Facilitates tabletop and mock exercises on a planned and scheduled basis to ensure that EM and security control systems and processes are achieving desired intent. · Facilitates hazard, threat and risk assessments with EM and security considerations. · Provides input into incident investigations and root cause analysis. · Participates in audits and assessments related to areas of specialization. · Provides recommendations for corrective actions related EM and security controls. · Provides data analysis and recommendations to all levels of leadership to improve EM and security performance. · Interacts with regulators and industry partners on topics related to EM and security controls. · Provides input on the selection and operation of EM and security technology including, but not limited to: communications equipment (e.g., Everbridge, alarm activation, radio communications etc.). Additionally, where identified, owns, operates and maintains the technology. · Reviews internal and external data and best practices to provide recommendations to improve EM and security performance. · Demonstrates a personal commitment and proactive approach to Environment, Health & Safety (EH&S) through participation in all applicable EH&S programs and ensures safe operation and compliance with all Company EH&S policies and procedures.
KEY SKILLS: · Expert knowledge of EM, TDG and security principles and their application. · Ability to plan, schedule and lead projects related to the design, implementation and/or improvement of emergency and security management including response controls and processes. · The ability to interpret and apply Gibson’s Emergency and Security standards, guidelines and ICS framework. · The ability to interpret and apply regulatory requirements related to EM and Security. · Ability to advise the corporation on internal and external best practices on EM and security. · Ability to perform field audits and observations to ensure effective application of EM and security practices. · Able to interpret data, make inferences and recommendations based on that data. · Ability to foster strong relationships with Operations and Maintenance leaders, EHS leaders and experts. · Ability to foster a network with external SME’s. · Technical writing ability. · Strong verbal, interpersonal and presentation skills as part of facilitating large group exercises that include senior leaders. · 10+ years of experience with emergency and security management. · Post-secondary qualification in Emergency Management and supporting disciplines (e.g., business continuity, disaster management, etc.).
QUALIFICATIONS: · Post-secondary education in related field along with certifications related to the role · 10+ years in a similar role · Knowledge of current legislation and standards · Intermediate to advanced computer skills and associated business and industry software
WORKING CONDITIONS: · Working in outdoor conditions may be required. · Some travel will be required.
