The Liquor Distribution Branch (LDB) is one of two branches of Government responsible for the wholesale distribution and retail sale of beverage alcohol and non-medical cannabis. In 2018/19 the LDB recorded gross sales of $3.6 billion, generating a net income of $1.104 billion that supported vital public services including health care and education. It has a workforce of approximately 4600 full- and part-time employees working across 197 BC Liquor Stores, two BC Cannabis Stores (online and stand alone), a Head Office, three Wholesale Customer Centres and three Distribution Centres. The LDB is led by a General Manager and CEO who is responsible for administering the Liquor Distribution Act and the Cannabis Distribution Act, subject to direction from the Minister. As part of BC’s mixed-model retail system for liquor and non-medical cannabis, the LDB is committed to providing customers with an enhanced shopping environment, an expansive product selection and a high level of service.
The LDB is a unique government entity that operates with similar independence to a Crown Corporation under the direction of a General Manager and CEO.
The Executive Director, Wholesale Operations, Liquor is accountable for the leadership and strategic direction of the British Columbia beverage alcohol supply chain which fully integrates all functions from supplier through to the wholesale customer, driving profitability through supply chain and delivery of product through LDB logistics channels.
The Executive Director, acting with significant independence, is accountable for directing the following major programs and operational functions of the Liquor Distribution Branch (LDB): Wholesale Supply Chain, Wholesale Pricing and Imports, Distribution, and Wholesale Customer Centre.
The position identifies and implements methods of cost management and revenue generation, provides leadership and direction to Department Directors to ensure profitability is maximized for the wholesale business while ensuring service levels.
The position provides the senior contact between the LDB and the liquor industry on policy matters related to logistics and distribution; oversees province-wide wholesale business infrastructure projects.

Education and Experience
A university degree in business, public administration or related discipline and a minimum 10 years managerial/supervisory progressive experience; and/or an equivalent combination of experience, education and training.
Minimum 10 years progressive business experience at a senior level and extensive experience in strategic planning, wholesale and supply chain, performance management, change leadership, retail/wholesale business accounts and budget development.
Minimum five years’ experience leading a diverse workgroup of executives: strategic planning, wholesale and supply chain, goal setting, change management, driving profitability and developing team members.
Demonstrated ability to develop and maintain positive working relationships with external and internal customers/clients and government stakeholders.
Proven ability demonstrating good judgement and organizational skills and must possess effective communication and interpersonal skills.
Demonstrated ability to lead, develop and manage a diverse work group of supervisors/managers and staff.
Demonstrated ability to communicate effectively to all levels of government, industry and within an organization.
Comprehensive and working knowledge of a senior leadership role and responsibilities to ensure consistency, service, customer relations, employee and staffing challenges in a large, complex, multi-unit, geographically diverse retail and wholesale business.
Proven ability to stay informed and knowledgeable of all current business environment conditions which have an impact on the LDB business: alcohol beverage industry trends, retail trends, consumer tastes, employee demographics and labour pool, and leadership best practises.
Comprehensive knowledge in inventory management, financial information systems, change leadership in a complex retail/wholesale structure and distribution system within the public sector.
