The Manager, Network Satellite Planning is responsible for establishing Northwestel's network investment plans so that they align with and enable the company's strategic direction and long-term goals with respect to revenue, marketing of new products, technology adoption, network optimization and customer satisfaction. Working closely with the Senior Managers, and various Business Unit leaders as required, the Manager, Network Satellite Planning will ensure technology plans reflect timing and capability requirements of the business.

In addition to establishing mid-range and long-range (3 years and 5 years) network technology and evolution plans, this position will provide:

  • A 1-year network implementation plan that has the necessary capital allocated and detailed enough for implementation by the design and implementation teams;
  • comprehensive list of standards and approved technology choices that will be used by the design and implementation teams;
  • Capacity management of the satellite network.

Specific Accountabilities

Business Planning (50% of the Role)
  1. Develop mid-range and long-range network plans to support and align with Northwestel’s strategic direction (including its subsidiaries).
  2. Develop plans including descriptions of the underlying business need and solution, as well as a High-Level estimated project plan including resourcing, cost, timeline, and business
  3. Assess technological business needs on a case-by-case basis, provide high-level estimates of technology solutions and utilize that assessment to develop business cases for technological
  4. Maintain technology menu through approving devices for specific applications including IOS versions and levels; and maintain, support and enforce technology approval process The incumbent is required to keep abreast of new technologies and changes in technologies and identify training requirements.
  5. Develop and monitor the capital plan, which has a 4-year view and is required to enable the mid-range network plans and the 12-month implementation

  7. Provide architecture and technology direction to all network-related projects to ensure consistency and support of the mid and long-range
Capacity and Availability Management (40% of role)
  1. Manage capacity and availability of assets including capacity requirement tracking and needs reporting.
  2. Provide support through Incident Management including assisting in the resolution of any escalated incidents and resolution of reoccurring incidents or problems with the current network.
  3. Predict and report on assets replacement requirements based on age, ROI, capacity etc. – this includes ensuring that records are maintained for the various elements of the network to ensure accurate information is maintained for planning, CRTC filings and capacity tracking.
  4. Develop proposed network designs for review and consideration; creating detailed circuit orders based on network designs and documenting any “as-built” network construction.
  5. Review traffic engineering recommendations, and network deployment plans.
  6. Network conversion and infrastructure cutover coordination.
  7. Participate in design reviews and provide input into cutover plans.
  8. Provide technical support with customers to identify needs and forecast future requirements. As well, provide technical support to field technicians as required.
  9. Proactively support the management of operational problems through to a solution, thus ensuring optimum utilization and performance of assets.
  10. Change management (overall coordination of change) on the assets being monitored.
Implementation (10% of the Role)
  1. Design and develop detailed plans according to company standards for capital projects including unit testing & exception handling, developing installation specifications and detailed cost estimates including support packages consisting of support procedures, training, spares and vendor support.
  2. Provide third-level technical support to satellite projects.
  3. Participate in ITIL change management including Submittal of Requests For Change including Methods of Procedures and Roll Back plans for Network Changes associated with project work and participation in Change Advisory Board meetings as Subject Matter Experts.

Nature and Scope

This position has an intense and challenging combination of strategic planning focus relative to technology investment planning; anticipating future capabilities; integrating an implementation roadmap that optimizes resources. Working closely with the Senior Managers is critical to understanding business needs and market direction, but often strategic decisions will be required based upon considerable ambiguity with respect to technology and industry trends.

The Manager, Network Satellite Planning is continually faced with and driving technology changes to improve Northwestel services as they relate to the company vision and customer priorities.

The scope of this position is broad. Interaction ranges from front-line management personnel to the Executive in Northwestel and cross-functionally within the organization, as well as with potential partners, vendors, contractors and industry forums (e.g.Innovation, Science and Economic Development Canada - ISED).

Knowledge And Skills Required

  • A Professional Engineer who is already or can be registered/licensed as a Professional Engineer with a broad knowledge of the telecommunications industry;
  • A minimum of 5 years practical experience in network satellite transport planning or similar senior transport network planning role.
  • Knowledge of satellite ground station technologies such as C- and Ka band Earth station antenna operations, troubleshooting, performance parameters and associated RF systems
  • Spectrum management techniques such as Earth station licensing support, transponder frequency planning, interference mitigation techniques etc.)
  • Knowledge of satellite VSAT HUB technology, QoS concepts and network performance improvement methods
  • Satellite link budget analysis and link impairments
  • Knowledge of advanced modulation schemes and access technologies
  • Understanding of advanced technologies and developments in the satellite communication industry required for planning roles such as Low and Medium earth orbit satellite network and associated antenna/modems

In addition, incumbents must possess strong computer literacy, project planning, interpersonal and teamwork skills. Business acumen, a "solution" orientation, and insight into the financial/economic aspects of the telecommunications industry are definite asset.
