The National Manager, Materials Management is accountable for the cost effective and efficient management of purchasing of materials, services and inventory for all Canadian operational areas of Bragg Communications Inc. (BCI). It is also the National Manager, Materials Management to ensure all materials/supplies and services required are delivered to specifications, quality, quantity and schedule, at the most cost effective price, while ensuring business practices are compliant with laws, regulations, company policy, philosophy and values.

The National Manager, Materials Management will be accountable for plant materials requirements planning, forecasting, inventory optimization, material/inventory controls, materials handling, materials distribution channel performance, logistics, 3PL contractor performance management and over site of warehouse contractor daily operations for maintenance, capital and customer premise equipment. A key challenge of this role is to maintain the balance between delivering a cost effective supply chain, avoiding stock outs, optimizing inventory investment and enabling operations workforce productivity. This is accomplished through materials requirements planning & forecasting, material control, materials scheduling, staging & delivery.

This role is also responsible for developing procurement supply chain processes and systems to support the business that are effective and efficient, to ensure materials forecasting remains current with the business plan, materials are available when required and investments in inventory are optimized, and for the safety and health of employees under their control.

Key Responsibilities:

  • Develop and maintain relationships with key suppliers to maximize return for BCI.
  • Ensure day to day purchasing functions satisfy company requirements: first time fill rate, turns, quality, annual inventory goals, quotation requests and supplier evaluation.
  • Develop and recommend a national purchasing strategy for all material and services.
  • Collaborate with supplier base, BCI legal, financial and operational department to resolve existing problems, reduce total costs, and maintain quality and delivery requirements.
  • Develop and implement process and systems to enhance the purchasing, inventory and supply chain management function.
  • Provide analysis and recommendations to improve established purchasing systems and controls.
  • Collaborate with Finance and Information Technology departments to develop initiatives that will enhance procurement and inventory management visibility, reporting and controls.
  • Meet with suppliers to assess: ability to meet quality requirements; suitability of product, price, and delivery capabilities; solve existing problems; and develop working relationships.
  • Source and evaluate potential of existing suppliers in terms of financial strength, quality, price delivery, etc.
  • Search for new sources and or products and or services to fulfill needs.
  • Enhance a Vendor Quality Rating System, and use as feedback tool to vendors as well as incorporate into the selection process.
  • Conduct cost analysis and special studies on price trends, lead-times, material availability, usage rates and related purchasing problems.
  • Research, develop, implement, monitor and manage strategic purchasing endeavors including policies, procedure and systems.
  • Identify and manage risks in a proactive and timely manner to ensure minimum impact of any procurement or supply chain issues.
  • Ensure BCI’s OH&S program procurement elements are implemented, maintained and fulfilled as prescribed within the Occupational Safety and Health Manual.

Budget:

  • Develop and manage the Materials Management Expense Budget.
  • Develop and manage the Supplies Capital Budget.
  • Collaborate with Supply Chain, Product and Finance to develop Customer Premise Equipment Capital Budget.

Qualifications:

  • Business Degree with a minimum of ten years progressive responsible related experience in materials and services procurement, supply chain management and warehouse management.
  • SCMP (Supply Chain Management Professional) designation is considered an asset.
  • Knowledge of telecommunications or consumer electronics business an asset.
  • Knowledge of procurement and supply chain business systems and how they may be leveraged to improve efficiency.
  • Strong analytical and innovative problem solving skills.
  • Ability to lead teams to effectively increase performance and achieve desired results.
  • Demonstrated ability to adapt quickly to change and provide change management guidance and understanding to others.
