BCLC’s two offices are located on the traditional, ancestral and unceded lands of the xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Peoples in Vancouver and the Tk’emlúps te Secwépemc territory, situated within the Secwépemc Nation in Kamloops. Our Operations Division manages both provincial & national lottery games as well as instant lotteries through over 3000 retail partners across the province. We provide the gaming technology and set standards, policies & procedures across 37 casino properties in BC, ensuring a high standard of security and integrity.

We also provide online gambling through Playnow.com and our Lotto app including lottery, sports betting, Bingo, Keno, online slots or online casino games and Live Dealer table games where players can choose the online version of their favorite games while connecting with others across the province. Our Operations group is what makes it all happen, through day to day operations, project improvements, sales management, facilities, business intelligence and innovation.

Job Summary:

The Senior Specialist provides senior level expertise in planning, implementation, and full scope project management using Divisionally Led Project Management (DLPM) practices. The role utilizes expertise in project management to proactively oversee Operations Division casino project management needs, including the development and implementation of new gaming facilities, gaming facility relocations, and amenity renovations and improvements.

Focusing on the player, the Senior Specialist leads collaborative operational improvement teams to execute enterprise initiatives and divisional projects. The role provides seasoned leadership to project stakeholders and works closely with organizational managers to ensure initiatives are completed in alignment with enterprise priorities.

Key Accountabilities:

• Supports Operations Division business plans and strategies using DLPM practices to ensure the development and implementation of new and relocated gaming facilities and similar initiatives by facilitating project planning sessions and creation of project documentation such as Opportunity and Business Cases, project charters, schedules, budget analysis, resourcing, procurement, risk and privacy assessment. Evaluates, adapts and develops project timelines in response to organizational strategies and divisional priorities.
• Establishes processes as a project management subject matter expert to lead internal stakeholders to ensure DLPM requirements are executed effectively and within the context of organizational strategies and divisional priorities.
• Champions the development and use of DLPM practices in the Operations Division and provides subject matter expertise related to DLPM policies, practices and/or procedures. Acts as a mentor and coach to others on the team.
• Proactively develops and maintains relevant working relationships with internal and external stakeholders including Corporate Finance, Internal Audit, Corporation Social Responsibility, Corporate Security and Compliance, organizational project teams, and vendors, contractors, Service Providers, and regulatory government bodies to proactively identify and resolve potential project issues and mitigate risk.
• Develops and implements broad and future focused innovations, creative solutions and collaborates with internal and external stakeholders to create systems, processes and programs to improve business practices and grow the business.

 
Minimum Required Qualifications:
Education and Experience

• University degree in a related discipline such as business administration, project management, process management, business, technology or operations management or leadership;
• Project Management (PMP) and/or Business Analyst (CCBA) certification or substantial completion of courses leading to certification is required;
• 4-6 years related experience in a project management environment with at least two years related planning and implementation within a technical environment;
• Experience in the gaming industry is an asset;
• An equivalent combination of education and/or experience may be considered.
  

Technical Requirements

• Proven knowledge in project management methodologies and knowledge of principles, concepts, practices, techniques and tools in the areas of business process improvement, research and analysis, gap analysis and solution assessment;
• Demonstrated leadership, negotiation, and influencing skills with the ability to motivate project teams including problem-solving, analytical thinking and innovation, time management and multi-tasking to respond to a high volume of work with multiple concurrent tasks;
• Proven experience in developing and maintaining business relationships with internal and external stakeholders to proactively identify potential issues through analysis and risk mitigation with the application of appropriate judgment and discretion in the recommendation, resolution and/or escalation of issues to senior leadership;
• Excellent written and verbal communication skills, including the ability to communicate complicated technical issues to technical, non-technical, and senior leadership audiences;
• High degree of business acumen with a technology and project management focus;
• Strong working knowledge of Microsoft Office Suite and project management software;
• Solid comprehension of Gaming criteria under the Criminal Code of Canada would be an asset;
• Solid comprehension of Gaming policies, as defined by the Gaming Policy and Enforcement Branch would be an asset.
