Canadian Base Operators’ is currently bidding on a contract with the City of Owen Sound, Ontario for services at the Billy Bishop Regional Airport! If you are a committed and collaborative professional looking to contribute to a hard-working, innovative team, this opportunity is for you.

The Site Supervisor will be the onsite authority and the primary contact for the provision of aircraft operating areas and other facilities inspections, record maintenance of Airport movements/aircraft activity, tracking landings, collection of various airport fees, sales of aircraft fuel, fuel quality testing, general cleaning, general runway oversight and maintenance, directing aircraft to suitable tie down areas, submit monthly reports. This position will have responsibility throughout the contract to provide the services to meet CBO’s contractual commitments. Hours would be flexible and will require some weekends. Duties and responsibilities include but are not limited to:

  • Daily inspections of manoeuvring areas and facilities
  • Issue NOTAMs, airport and aircraft advisories as required
  • Record and report on aircraft movements and activities
  • Collect landing fee or provide information needed to invoice landing fees
  • Aircraft refuelling; managing dispensing facilities, quality testing, fuel inventory, sales, collecting fees, fuel spillage, enforcing fuel safety procedures, etc.
  • General janitorial duties
  • Ensure that runway and other aircraft movement areas are maintained to Transport Canada and the Ministry of Transportation of Ontario Standards including replacing burned out light bulbs, keeping wind indicator in good repair, sign maintenance and runway markers
  • Answering telephone and radio calls providing information relating to runway conditions to aircraft and all users of the airport
  • Airport Security including supervising the control access of persons or vehicles to the Airport property
  • Plan, coordinate and schedule daily routine maintenance
  • Ensure that all required services are provided in a professional manner, reflecting CBO standard business practices
  • Maintain emergency procedures manual in cooperation with the client, Inter-township Fire Department, local detachment of the OPP and other organizations may be required
  • Responsible for marketing and developing the commercial, industrial and business use of the Airport by local industry, new industry to the area, courier operators, air freight operators, passenger air carriers, military and government air operators, with the intention of increasing revenues from user fees, fuel sales and hangar leases
  • Develop a Community Awareness Program, in conjunction with the City’s Tourism and Economic Development Divisions
  • Assist in the preparation of the Airport annual operating and capital budgets
  • Liaises with the City representative on any technical matters dealing with the maintenance and operation of the site
  • Ensure all reports are submitted accurately and on time to the client, senior management and any other authorized recipients
  • Ensure detailed records are maintained
  • Managing and developing tenant/lessee relationships
  • Responsible for ensuring JD Edwards (Computerized Maintenance Management System) is up-to-date
  • Removing, reporting, and accurately recording Foreign Object Debris (FOD) and contaminants
  • Reporting any damage of the Airport’s property to the appropriate authority
  • Environmental consciousness including any clean-up as required
  • All other duties as required to maintain a safe, efficient and cost effective operation

COMPETENCY REQUIREMENTS

EDUCATION REQUIREMENTS

Degree or Diploma in

  • TP312 – 5th Edition Training
  • General Management Training

WORK EXPERIENCE REQUIREMENTS

  • Minimum 5 years’ experience in Airport Management including fuel operations
  • Managing Operations Budgets
  • Facilities Management Experience an asset

Must have at least 10 years overall work experience

SKILLS, ABILITIES, AND OTHER REQUIREMENTS

Working knowledge and understanding of:

  • Applicable Transport Canada Standards
  • Applicable Ministry of Transportation of Ontario Standards
  • Generally Accepted Airport Management Practices
  • Operating Budgets

  • Organization and time management

Proficient user of:

  • MS Office (Word, Excel, Outlook)
  • JD Edwards or an Oracle-based ERP system
  • Ø Class “G” Ontario Driver’s License required for position
  • Ø Criminal Record check to be completed upon hire
  • Ø Driver’s Abstract to be provided upon request
