Joining the Finance & Corporate services team at BCLC means you’ll be working with a dedicated group of talented professionals in Corporate Accounting, Financial Planning & Analysis, Procurement, Business Continuity, Facilities, and Business Services.

The financial management of a complex organization including lottery operations, casino & community gaming, and eGaming business units, which collectively took in over $1.4 billion in net income last year falls within this group.

Working with revenues of well over half a billion dollars in fiscal 2019, an increase over the previous fiscal year, approximately 20% of BCLC’s total revenues which represents BCLC’s largest player base, our Lottery finance operations group is responsible for recording the gross gaming wagers and direct costs related to Lottery operations including manually recording lottery transactions, ILC funding and reimbursements, instant game management and more.

Job Summary:
The Procurement Specialist acts as a consultative partner to the organization by providing technical expertise, analysis and business advisory services, related the competitive bid process, negotiating contracts, ensuring regulatory compliance and evaluating vendor performance. The position is accountable for the administration of low and moderately complex material and service acquisitions, to generate value through competitive bid and contract negotiations, and to ensure that business processes continually evolve and maintain a “best of practices” state.

This role also supports procurement operations and contract management through processing purchase requisitions and issuing purchase orders within SAP and other data entry and data integrity activities.

Key Accountabilities:

  • Conducts low to moderately complex procurement work by proactively overseeing and facilitating the entire competitive bid process, including supporting the development of vendor selection criteria, material and service requirements and issuing approved competitive documentation.
  • Negotiates, drafts, and awards/issues purchasing contracts, agreements and amendments with successful vendors, as well as manages, terminates and closes out contracts when necessary.
  • Develops and sets schedules, deadlines and work/project timelines in response to broader organizational priorities and manages/leads low to moderately complex projects within the department and across functions.
  • Proactively develops, maintains and manages consultative relationships with internal stakeholders, in addition to vendors, service providers and regulatory bodies.
  • Practices approved competitive bid methodologies that drive value, mitigate risk and meet stakeholder expectations.
  • Interprets and applies policy and procedures, trade agreements and contract law to make well-informed business decisions.
  • Assesses business risk and makes recommendation to mitigate exposure to the organization.
  • Makes regular recommendations to professional work and contributes to resolving any current or potential issues that may arise.
  • Provides input into department’s current and future business requirements, business process improvement and value generation initiatives providing regular recommendations on operational processes and procedures to meet departmental needs.
  • Processes purchase requisitions and issues purchase orders within SAP.

Minimum Required Qualifications:
Education and Experience

  • Diploma or Degree in a Business related discipline, together with Certified Professional Purchasing certification or in pursuit of a related full designation
  • 3-5 years recent progressive purchasing experience
  • Equivalent combination of education and/or experience may be considered

Technical Requirements

  • Sound working knowledge of procurement processes, both in the private and public sectors
  • Strong interpersonal, communication and presentation skills
  • Ability to influence others
  • Demonstrated ability using negotiation principles and practices
  • Demonstrated commitment to supporting a team-focused environment with peers, clients, vendors and all levels of management
  • Ability to interpret and translate ambiguous situations into a structured framework with clearly defined deliverables
  • Ability to effectively deliver recommendations and prepare proposals
  • Knowledge of data based and computerized purchasing systems
  • Excellent problem solving and analytical thinking/innovation
  • Exceptional time management and multi-tasking skills
  • Knowledge of SAP would be considered an asset
