Performs as a member of the Shipboard Installation and Test Team for the Arctic Offshore Patrol Ship (AOPS) program. Daily tasks and responsibilities will center on support of the AOPS Program in Halifax, NS. This position functions in an industrial environment subject to routine hazards associated with such and entails routine exposure to heights, enclosed spaces, loud noise and dust. This position requires the ability to manipulate weights of up to 50 pounds.

The Shipyard Site Manager is the primary LM point of contact at the shipyard and maintains responsibility for all coordination between the AOPS Trials Team, and the Shipyard. The Site Manager is a member of the Integration, Test and Evaluation (IT&E) Integrated Product Team (IPT).

The Shipyard Site Manager will:
• Report on the accomplishments of the Test and Trials team through daily status reports.
• Provide real-time feedback to proper authority on significant events, issues or progress.
• Develop, compile, and prepare a comprehensive list of Lessons Learned and Completion Reports.
• Keep IT&E Lead aware of all changes to test team resource requirements as required.
• Work with the Shipyard to schedule test and radiate windows.

Required skills, qualifications and experience

The AOPS Waterfront Manager has the direct responsibility for the supervision of the AOPS Waterfront and its personnel. This includes the safe and efficient oversight of of all shipyard AOPS activities including connectorization, tests and trials,. This position has a high degree of public contact representing Lockheed Martin Canada.

Specific Responsibilities Include
Direct responsibility for scheduling, supervising, and accounting for execution of LMC contract requirements with Irving Shipbuilding Inc (ISI). This includes all aspects of technical execution, achievement of contract milestones in accordance with established schedules and adjudication of all contract issues at the lowest possible level in a timely manner.
Direct responsibility for oversight of LMC Shipyard subcontractor execution including compliance with all technical, schedule and cost requirements.

Direct responsibility for daily routine of assigned and attached Lockheed Martin employees ensuring compliance with all LMC rules, regulations, and safety procedures on the Waterfront.
Direct responsibility for ordering/receiving and accountability of all LMC furnished material, assets, equipment, tools and supplies.

Direct responsibility for the review of all contracts and technical documentation for both Prime and assigned subcontracts. This includes generation and review of all required Objective Evidence supporting documentation.
Direct responsibility for providing weekly reports and presentations on Command and Surveillance Systems (C&SS) production and test objectives status, ongoing feedback on emerging issues related to C&SS test objectives including resource requirements, significant events and issues. In addition:
• Develop and maintains metrics that provide a management view of progress, identify areas requiring focus and support the overall tracking of activities.
• Institute written processes and practices that clearly define the conduct of business and the exchange of data with the subcontractor and the customer.
Assists in the preparation of all AOPS budgets and execution against assigned budget control points.
Direct responsibility for generation of C&SS Lessons-Learned reports.
Assists in Business Development and Capture opportunities when required.
Assists in performing community relations tasks as required and seeks opportunities to enhance LMC visibility and reputation.

Required Skills and Qualifications:
- Bachelor of Science in Engineering or Industrial Management
- 10+ years of operational (shipboard) Combat Systems refit or maintenance experience and/or military/civilian technical training
- Documented management experience in a highly technical and industrial environment
- Managed the work of Subcontractors on a similar industrial project
- Familiarity with technical drawings and specifications
- Must be a team player with the ability to communicate effectively with technical and non-technical members of the engineering/management staff and personnel
- Cost Management experience.
- Must be willing to support a 24 x 7 environment including overtime and shift work (including weekends) and support remote customer site installations
- Candidate must be able to obtain a security clearance.

Desired skills, qualifications and experience

Desired Qualifications:
- Project management training or experience
- Familiar with current shipyard engineering and repair/conversion practices.
- Familiar with troubleshooting & repair practices in an industrial environment or other large-scale systems operational/engineering environment.

Candidate will be required to travel between Halifax, NS, Montreal, QC and Ottawa ON for short durations.
