Manitoba Transportation and Infrastructure is seeking qualified applicants for the position of Senior Business Analyst (BA3). This is a term position. The Information Technology and GIS branch delivers technology solutions and services to support the Manitoba Transportation and Infrastructure Department programs, offering business process analysis, project management, solution delivery and recommendations to help stakeholders meet their operational goals with innovation and efficiency.

This position will report to the Information Technology and GIS branch, but will primarily be focused on delivering enhancement solutions for the Carrier Profile System as part of the Motor Carrier Safety and Permits branch.

Qualifications:

Essential:

  • Post-secondary education in Computer Science, Information Systems or related discipline. An equivalent combination of education and experience may be considered.
  • Experience in business analysis, including the evaluation and definition of business requirements, development of comprehensive business cases, identification of strategic processes for implementing technological solutions, and applying Agile principles and methodology.
  • Experience in software development involving technology solutions for web services, system integrations, business applications, and business intelligence reporting, applying Agile principles and methodology.
  • Demonstrated proficiency in development technologies including Visual Studio, Visual Basic, Java, JavaScript, SharePoint and SharePoint Designer, Power BI, Microsoft Dynamics 365, Power Apps, and Power Automate.
  • Leadership experience including the ability to influence and motivate team members while leading Information Technology (ICT) projects.
  • Excellent written communication skills.
  • Excellent verbal communication skills.
  • Strong interpersonal skills including the ability to develop and maintain positive working relationships with internal and external stakeholders.

Desired:

  • Experience with Carrier Profile Systems, including the development of web services and integrations that enable external systems to share data and information.
  • Experience dealing with vendors and consultants in a project environment.
  • Experience in project management, encompassing risk management, resource allocation, and the development and oversight of project plans and reports.

Duties:

The Senior Business Analyst is responsible for the analysis, development and maintenance of internal solutions using the Agile methodology, understanding the operations and interrelationships of the departmental business areas, and capturing and documenting both functional and non-functional business and system requirements to address the needs and technologies for the Department of Transportation and Infrastructure.
