The City of Victoria is hiring a Manager – Asset Management, GIS and Technical Services to lead our corporate asset management programs, geospatial systems, and technical engineering services.
This newly redefined role places a strong emphasis on the strategic delivery of asset management programs, GIS, and land record systems - ensuring long-term stewardship of municipal infrastructure. You’ll lead a skilled team, collaborate across departments and municipalities, and shape the systems that support informed decision-making and operational excellence across the city.
WORK FROM HOME
The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.
EDO
The successful candidate may be eligible for earned days off, earning up to two days per month in recognition of time worked beyond core operational hours. Such arrangements are subject to change based on operational needs.
POSITION SUMMARY
This position reports to the Assistant Director of Engineering and is responsible for leading the strategic planning, implementation and management of corporate asset management, geographic information systems (GIS), surveying and land records.
MAJOR ACCOUNTABILITIES

Manage services and programs including the development and implementation of corporate-wide asset management programs and geographic information systems, while developing related policies and procedural instructions.

Provide technical expertise, prepare reports, and deliver strategic recommendations to senior City managers and Council to support informed decision-making.

Lead and manage a team of approximately 9 staff, including technicians, specialists and project managers. Responsibilities include mentoring, training, supervising, and selecting staff while managing performance.

Ensure high quality work across the department, maintaining alignment with overall program goals and organizational objectives.

Serve as a leader for the section, fostering collaboration with internal departments and with external organizations, government agencies, and the public. Engage with key community and corporate stakeholders within the Capital Regional District and across other municipalities to strengthen partnerships and drive strategic initiatives.

Manage the delivery of asset management programs, plans and projects, and deliver engineering technical services to include the design and coordination of programs, surveys, inventory and maintenance of data for municipal assets.

Collaborate with working committees and stakeholders, making recommendations and assisting in the implementation of significant changes to existing work practices and processes related to GIS and asset management.

Performing other miscellaneous activities.
QUALIFICATIONS
-
Master’s degree in geography, geomatics, engineering, or related field, supplemented with management and leadership experience and coursework.

8 years of progressive supervisory and management experience, working in a dynamic and collaborative environment, and driving change-management initiatives.

Experience working in a professional governmental institution (municipal preferred), and/or specific project management experience in engineering, asset management or GIS.
