Job Title: Manager Social Enterprise

Status: Temporary, Full Time (exempt)

Hours: 37.5 hours per week

Schedule: Monday - Friday from 8:30 am - 4:30 pm (some evenings and weekends as required)
Location: Surrey, BC

Start Date: ASAP

Salary: This position starts at $72,000 per year and increases to $103,535 per year, over a 10- year period. This salary range incorporates experience, yearly salary increments to reward years of service, employee growth and development within the organization.

The Opportunity:

We are looking to hire a highly driven Manager to assist the organization in running the operations of our Interpretation and Translation services, Skills Training Centre and the CELPIP test centre. Reporting to the Director, Employment, Language and Social Entrepreneurship. Responsibilities of this diverse portfolio, include building and strengthening internal and external relationships, managing customer relations, and implementing strategies designed to run the operations efficiently. You will work with the Director, Employment , Language and Social Entrepreneurship, for smooth functioning of these fee-based ventures .

The Manager of Social Enterprise is responsible for the oversight of direct service delivery, ensuring client centered design, implementation, innovation and evaluation of ITS and CELPIP. The Manager of Social Enterprise ensures the fulfillment of contractual deliverables, manages associated human and financial resources and manages risk within the ITS and CELPIP portfolios. The Manager will monitor emerging client and community needs, secure and grow funding for programs/services, advocate to the customer-base and develop strategic partnerships to build the capacity of ITS and CELPIP to support the organization’s strategic platform.

Key Responsibilities:

Program Delivery & Contract Management

  • Administers ITS, STC and CELPIP efficiently and effectively in accordance with contractual obligations and DIVERSEcity Policy and Procedures.
  • Monitors and ensures service quality, requests, utilization and evaluation in accordance with service contracts.
  • Ensures ITS, STC and CELPIP staff and subcontractors are managed in compliance with the Collective Agreement and agency Policies and Procedures.
  • Ensures that services utilize best practices in the industry and are responsive to community need.
  • Prepares budget forecasts and monitors program expenditures with support from the finance department.
  • Prepares funding applications and proposals for contract renewals.
  • Provides reports/invoices to customers, assigned supervisor or Board of Directors, as required.
  • Liaises with customers regarding operations and reporting, as well as ongoing planning, evaluation and advocacy.
  • Participates positively and cooperatively; within a team or partnership model, in meetings or when attending committees or events pertaining to ITS and CELPIP.
  • Represents and advocates for DIVERSEcity positively and professionally in the community.
  • Attends meetings, conferences & participates on advisory committees and focus groups as a representative of DIVERSEcity.
  • Ensures that the Director or designate is informed and updated on issues related to programs being managed, especially those that may present a risk to the organization.

Supervision & Management

  • Ensures all staff and contractors provide professional, client centred support which enables quality service delivery.
  • Carries out the day-to-day administration of the Collective Agreement and DIVERSEcity Policies and Procedures.
  • Coaches and supports staff in areas where improvements are desired or where performance, conduct or attendance issues are present.
  • Resolves employee/team/contractor concerns, manages conflict between staff, customers and contractors and reports any concerns to the Director.
  • Ensures seamless service delivery by ensuring adequate staffing levels by conducting recruitment, selection and hiring of new personnel with support from the Human Resources department.
  • Ensures training and professional development opportunities for staff to meet the emerging needs of clients in the community.
  • Conducts annual performance reviews for all direct ITS and CELPIP staff.

Service Development, Strategic Growth & Innovation

  • Building and maintaining relationships with both internal and external sales and marketing departments, vendors, distributors, partners, and customers.
  • Formulating and implementing an account management plan to ensure that business relations are properly maintained.
  • Fosters and works to maintain an entrepreneurial growth culture throughout the teams and work functions.
  • Develops annual plans to grow the ITS and other revenue-based portfolios.
  • Ensures that ITS are innovative, effective and meet the needs of clients and their community.
  • Participates in external committees, advisory groups and relevant ITS networks to be informed and updated on emerging issues, build capacity of services and advocate on behalf of clients to help address service gaps in the community.
  • Actively participates in opportunities (both internal and external) for both knowledge and skill development in ITS growth and development (e.g. professional development training, coaching, manager meetings, networking, needs assessment, community growth trends and initiatives).
  • Looks for innovation and building capacity within portfolio including exploration of video, phone services as well as sign-language, indigenous languages interpretation and translation.
  • Prepares and submits funding applications and proposals for ITS.
  • Conducts contract negotiations under the direction of the Director.

Qualified candidates will posses:

  • University degree in business management or relevant post-secondary training and experience in business development.
  • Proven recent business development experience, preferably with knowledge of the ITS industry.
  • A minimum of 3 years’ experience working in a community based non-profit society and experience in management and/or funding and proposal/grant writing.
  • A minimum of 1 year experience in supervising staff, preferably within a unionized setting.
  • Experience with budget forecasting and expenditure monitoring.
  • Strong English language skills including written, oral and presentation skills. A second language would be considered an asset.
  • Strong organizational and time management skills.
  • Strong computer literacy skills, in particular, MS Office (Word, Excel, PowerPoint);
  • Social media savviness is a definite asset.
  • Knowledge of immigrant communities and settlement issues.
  • Knowledge of Surrey, North Delta, White Rock, and/or Langley communities is an asset.
  • Ability to manage multiple priorities and timelines, in a fast-paced environment.
  • Excellent problem-solving ability, discretion and judgement.
  • Able to work independently and collegially in a team environment.
  • Innovative, flexible, and able to manage change and uncertainty.
  • Valid Class 5 Driver’s License and access to personal vehicle.
  • Willing to work some evenings and weekends, as needed.
