The Opportunity
SaskBuilds and Procurement: where infrastructure, Procurement, real property, facility management, logistics and information technology meet to enable the Government of Saskatchewan’s Growth Plan and programs and services for citizens and communities.
The Information Technology Division (ITD) is looking for a Senior Enterprise Consultant to work in the Office of the Chief Information Officer (OCIO) branch, which will work with client ministries, the Crown, boards, and agencies, as well as industry and other information technology (IT) branches, to guide the province through large-scale transformation initiatives. This role involves analyzing the structure, operations, and managerial methods of the IT Division to identify opportunities for improvement and building detailed business cases and proposals for new projects or investments, outlining the financial and operational justification.
Key Responsibilities:
- Lead and facilitate the identification, development, and implementation of large-scale, government-wide business improvement projects.
- Conduct IT research and innovation workshops to improve internal IT service delivery and service delivery to citizens.
- Engage with government officials, elected members, and senior leaders to facilitate workshops on strategic planning and prepare materials.
- Advise public sector leaders on strategic planning, process improvement, and strategies to help evolve and modernize government programs.
- Prepare and deliver reports, presentations, and briefing notes to senior levels.
- Facilitate consultations and engagement with various stakeholders, including other government departments, external agencies, and the public, to develop policy.
- Represent the government in discussions with external stakeholders, partner organizations, and at pan-Canadian or federal/provincial meetings to advocate for the department's policy goals.
- Develop communication strategies and craft persuasive arguments to clearly and concisely explain complex policy recommendations to both internal and external audiences.
- Oversight and lead the IT Division's financial planning and budgeting process, including forecasting and recommending allocation and multi-year fiscal pressures.
- Provide oversight, development, and implementation of financial models and policies to ensure compliance with government-wide accounting and business standards.
- Identify and analyze financial risks associated with new programs and develop mitigation strategies to address issues.
- Analyze emerging economic and social trends to provide strategic advice on policy development and potential impacts.
- Review and audit existing policies and requirements, identifying gaps and recommending updated policy enhancements.
- Develop new policies, standards, and procedures, ensuring consistency and alignment with broader government strategies and architectures.
Qualifications:
- A bachelor's degree in a relevant field, such as Computer Science, Public Administration, Political Science, Economics, Commerce, Business Administration, or Finance, or equivalent experience, is required.
- Proficient knowledge of computer coding languages relevant to database administration and network development, as well as skills in information and data analysis, including data management protocols and data conversion.
- Demonstrated experience in managing large-scale transformation projects and strategic planning.
- Strong analytical, communication, and facilitation skills.
- Ability to engage effectively with a diverse range of stakeholders.
