Role Purpose
Reporting to the VP, Education, Compliance & Deputy Registrar, the Manager, Data Analytics & Compliance will serve as the leader responsible for supporting the development of the enterprise-wide data strategy, business intelligence and analytics. In this role, the individual will lead a team to understand the informational needs for business operations, condominium community clients and the public. As a data driven organization, the Manager is responsible for managing the team in operationalizing a multi-year business intelligence and data analytics strategy and roadmap to drive improvements in business performance and to provide meaningful data that helps the organization with better insights into Ontario’s condominium sector. This will also involve all aspects of data management, including data governance, collection and stewardship, data quality, and integration and modelling. The Manager will work with the IT department on enhancements to the data architecture and development of the data warehouse, and supporting the enterprise business teams in the use of data for service enhancements and decision-making while leveraging the use of advanced analytics and machine learning/AI as applicable. The ideal candidate will bring leadership skills and a passion for using data and business intelligence to drive sustainable change and improvement, working closely with enterprise-wide leaders and stakeholders. The Manager will also oversee a team to lead the compliance activities as laid out by the Condo Act, including creating and modifying processes to increase compliance, monitoring the status of KPIs, analyze potential compliance risks and develop strategies to address them, and liaise with other regulatory organizations as needed.

Main Role Responsibilities
Accountabilities:
- Enable data to drive the business strategy through data insights and advanced analytics through the following key result areas:
- Support the implementation of the organization’s data strategy to drive and optimize business outcomes through data.
- Work with key business stakeholders across the whole organization, to champion the use of data and reporting to improve decision making; partner with leaders to discover and articulate analytical needs; define business intelligence opportunities which synthesize the data that is available into meaningful insights, driving tangible business results for the whole organization.
- Drive the creation and maintenance of reporting from multiple sources to achieve operational commitments.
- Establish KPI scorecard for the organization and identify gaps in organizational performance.
- Lead data governance and data management initiatives with data collection systems and business partners to maintain the integrity of master data which is critical to ensure credible and reliable analysis.
- Manage and coach the data analytics team.
Business Intelligence (BI)
- Lead delivery of existing and enhanced reporting to enable strategic insights for business areas
- Assess existing reporting processes/tools and investigate new opportunities to enhance existing BI capabilities
- Extend BI’s strategic role to include new data sources leveraging data from external and internal sources
- Collaborate with Business and Technology teams for development and/or modifications to data sources including data systems and forms to enable collection of business intelligence focused data
- Work with Technology team to build the next generation reporting and analytics solutions
- Manage advanced analytics capability to support the Risk and Performance measurement needs of the business Explore opportunities to leverage advanced data technologies, big data and machine learning/artificial intelligence capabilities to drive business improvements and efficiencies.
Data Management and Data Governance

Support the implementation of the enterprise Data Strategy

Ensure development of and adherence to the data governance framework to ensure data accuracy and completeness
-
Collaborate with IT on the data architecture specifications to accurately define data warehouse requirements, guide data integration, and control data assets to implement the organization’s data strategy.

Define approach for data quality rules and reporting to ensure that data used across CAO is of high quality
-
Foster data-driven culture and the creation of related competencies and data literacy across the organization
Compliance
-
Develop and define the CAO’s compliance processes and implement outreach strategies to condo corporations regarding any non-compliance with Condo Act requirements
-
Oversee all steps in the CAO’s compliance processes including issuance of a Registrar Certificate or Registrar Compliance Orders and any appearances before the Licensing Appeal Tribunal
-
Using Business Intelligence dashboards and other internal data sources, monitor and report on quality and responsiveness of communication strategies and compliance measures and recommend enhancements to IT systems (e.g. Director Training, condo returns, notice of change).

Bring to the attention of the VP/Deputy Registrar any data integrity and/ or non-compliance issues, incidents or developing trends of concern that may require consideration for further corrective action
Qualifications, Skills & Knowledge requirements

University Degree in Business, Engineering, Computer Science, or combination of education and experience
-
Minimum 5 + years of experience in data analytics, data strategy (management and governance), business intelligence, digital solutions, and performance measurement
-
Extensive project management experience in managing data functions to deliver excellence in data governance, analytics and business intelligence
-
Advanced level in Power BI skills for development and enhancements of data models and dashboards
-
Experience with analyzing structured and unstructured datasets to develop insights from large volumes of data
-
Ability to handle multiple work demands from different projects and deliverables
-
Strong problem-solving skills and ability to break down complex problems and articulate creative solutions
-
Experience in developing dashboards, visualizations and analysis using tools like Informatica, Power BI, Tableau, SPSS etc.
-
Expertise in coding with at least one scripting language, e.g. python and a statistical/analytics software tool
-
Experience in data manipulation and integrity checking for a variety of data types to transform data for reporting and analytics
-
Experience with data modelling and logic of how data models are built
-
Experience with building and maintaining data warehouse solutions to streamline business processes by aggregating large amounts of data
-
Experience with data architecture, data integration/ extraction, transformation, and loading (ETL), data warehousing, and/or BI deployment on Azure cloud (Azure Data Platform Tools (Azure SQL Database, Azure Synapse Analytics, Azure Data Factory), SSIS, and Azure Functions or MS Flow)

Experience with the use of machine learning tools for analysis and automation.
