Job Summary This position provides strategic leadership in the parks policy development, strategic planning, and coordination on parks and open space matters. Working closely with elected officials, internal partners, external agencies, and the community, the Manager drives the mandate to ensure the City’s parkland needs are met through policy and planning initiatives, identifying priority areas for new parks, and setting service level standard.
Duties and Responsibilities Under the direction of the Director, Parks, Forestry and Environment, the Manager is responsible for leading, planning, organizing and directing supervisory, professional and technical staff in providing services in planning, research, consulting, project management, property acquisition, strategic capital planning support, and land use studies.
- Advises and directs staff to complete strategies, studies, and key initiatives, for example: Provisioning of City-wide parkland strategies, Urban growth parkland strategies, and Parkland facilities policies.
- Liaises with client groups, elected officials, departments and external agencies with respect to the provision of parkland facilities, and repurposing underutilized facilities and provides strategic advice and recommendations to support decision making.
- Leads Public Engagement for new park developments and redevelopments to inform park programming.
- Establish long-term strategy for land acquisition to address park land needs, with identification of potential key areas and parcels, ensuring alignment with approved strategic plans, corporate priorities and long-term stewardship of City assets.
- Ensure parkland conveyance is in compliance with bylaw and legislation.
- Provides oversight of the park access permits process to ensure protection of City lands and compliance with City Bylaws and regulation.
- Oversees and negotiate terms related to City and third party License/ Easement/ Joint Use agreements.
- Champions Staff Engagement Activities, Lean, and Continuous Improvement in the Parks Forestry and Environment Division.
- Participates as a member of the Parks Forestry and Environment Leadership Team.
- Provides strategic input into multi-year capital planning and prioritization for parkland acquisition and planning initiatives.
- Performs other related duties as assigned.
Skills And Qualifications
- Graduation from a recognized university in Urban and Regional Planning, Landscape Architecture or related discipline with a minimum of 7 years related experience in municipal planning, design, development, project management and property acquisition.
- Demonstrated supervisory, leadership and team building skills required.
- Excellent oral and written communication skills required.
- Ability to liaise effectively with the public, elected officials and outside agencies.
- Must have strong organizational, analytical and problem solving skills.
- Proficiency with related computer software applications.
- Professional designation as Registered Professional Planner.
- Eligibility for membership in a related provincially recognized professional association is considered an asset.
- Must hold a valid Ontario Class G driver’s licence and maintain daily access to a reliable vehicle for work-related travel.
Hourly Rate/Salary: $ 134,542.00 - $ 179,389.00
