Job Summary And Requirements This is to fill one Permanent, full-time position working 75 hours bi-weekly. This position manages two independent programs, including the Workers’ Advocate Office and the Investigations Standards Office.
The Workers’ Compensation Act provides for services independent of the Workers’ Compensation Health & Safety Board to workers and their dependents, reporting through a designated Minister. The purpose of the Workers’ Advocate Office is to ensure that workers and their dependents are aware of key elements of the compensation system in making decisions and to help workers receive the benefits to which they are entitled.
The Manager, Workers’ Advocate Office, is responsible for ensuring effective and timely delivery of these legislatively-mandated services to injured workers throughout the Yukon, and Canada or internationally, depending on the injured worker’s residence.
The Manager is also responsible for the Investigations Standards Office who provides independent oversight of the Whitehorse Corrections Centre. The ISO is responsible for investigating inmate complaints upon request, hearing appeals of inmate disciplinary hearings upon request, and conducting special investigations as per the legislative authority under the Corrections Act.
The Manager provides strategic leadership for the Workers’ Advocate Office and the Investigations Standards Office staff through effective organizational planning and performance management, accountability reporting, and building strong working relationships with key stakeholders.

- Post-secondary degree in public administration, social work, criminology, law, Advocacy Certification, or other related fields.
- Considerable experience in interpreting and applying legislation and recommending appropriate courses of action.
- Significant experience developing and implementing program strategies, operational policies, and procedures within a regulatory, oversight, or independent office environment
- Considerable experience leading and managing teams of professionals, including responsibility for human and financial resources,
- Demonstrated experience providing guidance and direction to staff on complex and high-conflict case matters.
The Following Will Be Considered An Asset
- Experience representing clients in appeals in a tribunal environment
Candidates who have education, training, and/or experience equivalent to the essential qualifications listed above will be equally considered.
Desired Knowledge, Skills And Suitability Candidates should have and may be assessed on the following:
- Knowledge of regulatory frameworks, administrative fairness, oversight principles, or investigations processes.
- Knowledge of policy development, program evaluation methods, and evidence‑based decision making.
- Strong leadership and supervisory skills, including the ability to support staff dealing with complex or emotionally challenging work.
- Excellent analytical and critical‑thinking abilities, including assessing complex information and identifying risks.
- Effective communication skills—verbal, written, and interpersonal—suitable for high‑stakes and sensitive environments.
- Ability to interpret and apply legislation, policy, and standards to diverse situations.
- High level of discretion, judgement, and ethical conduct.
