This position works in the IT Community Safety Applications organizational unit. The Information Technology Department is seeking a Technical Analyst (IT Fire Systems) to enhance and sustain the City’s public safety informational technology systems with a primary focus on serving the Fire department. This is technical and analytical work at the full working level in support of the organization’s IT Systems. Reporting to the Senior Fire and Emergency Systems Analyst, IT Systems Support and Maintenance, the incumbent will perform tasks in sustaining existing Fire business applications, deploying and developing or configuring applications in various environments (i.e., Development, Test, QA, Production etc.). This position works with other Fire IT Support team members and collaborates with other IT teams; and is responsible for supporting Fire Systems projects and initiatives. Participates in identifying business requirements, designing solutions and establishes working relationships with users in various departments. Exercises considerable independent judgement and action in performing systems maintenance tasks and refers more complex problems to a supervisor who evaluates work performance effectiveness on services rendered. Supports the sustainment of applications; monitors post-implementation performance; identifies issues and implements solutions or workarounds; assists in conducting workshops; documents, consolidates and reviews requirements; prepares alternatives and presentations to explain analyses and recommendations; prepares documentation of current workflows and low and/or high-fidelity prototypes; documents proposed and current architecture environments. Prepares and maintains a variety of reports and records related to the work; keeps abreast of recent developments in computer techniques and procedures. Performs related work as required.

Qualifications include a Bachelor’s degree in computer science or a related discipline and sound related experience in systems analysis, or an equivalent combination of training and experience. Hands-on technical experience in developing, installing, configuring, implementing, deploying, administering and maintaining business applications and/or Commercial Off-the-Shelf (COTS) software. Programming experience using languages such as C#, frameworks such as .NET, and scripting tools such as PowerShell. Proficiency in SQL and familiarity with Business Intelligence tools (e.g., Crystal Reports, Qlik). Considerable knowledge and understanding of IT Infrastructure, including cloud platforms, servers, networks and mobile systems. Sound analytical, strong troubleshooting and problem-solving skills, with the ability to work independently and take initiative. Demonstrated experience in managing GIS data, ensuring data quality and synchronizing with external platforms is an asset. Knowledge of public safety IT systems including CAD (Computer-Aided Dispatch), Records Management, Workforce Management Solutions, NG-911 and Radio Dispatch Consoles, Audio recording systems and pre-incident planning application is an asset. Excellent verbal and written communication skills, with the ability to build strong working relationships with diverse stakeholders. Ability to develop detailed work plans; to analyze and evaluate various data and information, develop logical solutions for assigned problems and assess the implications of proposed changes. This position is required to be “on-call” as needed (e.g. stand-by overnight, on weekends and holidays).
