Job Description The Position: The M&E Analyst is responsible for the monitoring and evaluation of progress in the delivery of UNFPA’s programmes in Yemen. You will ensure that the Country Programme Evaluation Plan as well as the monitoring and evaluation framework are duly executed with quality outcomes in accordance with international and organizational standards.
You will report directly to the Deputy Representative.
How You Can Make a Difference UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The UNFPA Strategic Plan for 2026-2029 articulates the organization’s response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies.
In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards and who will defend them courageously and with full conviction.
UNFPA is seeking candidates who transform, inspire, and deliver high-impact and sustained results and ensure effective external relations, communications, and partnership-building and resource mobilization in a rapidly changing development and funding landscape. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results.
You Would Be Responsible For Programme and Technical Support
- Provides timely and effective technical support on monitoring and evaluation to UNFPA programme team and implementing partners at all levels, especially towards the development, the implementation and progress tracking of the Common Country Programme Document (CCPD) and the Country Programme Action Plan (CPAP);
- Facilitates and substantively contributes to the development of monitoring indicators, monitoring calendars, and field monitoring plans, etc. for the country programme, country programme action plan, One Programme II monitoring plan and annual workplans;
- Ensures availability (including collecting and maintaining) of high quality data for country office annual reports, mid-term reviews and final reviews; Provides technical and programmatic support to programme reviews and reports;
- Organizes programme and project evaluations where relevant and ensures UNFPA evaluation quality standards and procedures are exercised;
- Monitors the progress of donor funded programme and projects and ensures quality and timely reports; Conducts annual appraisal of programme/project results as per established monitoring framework and reports on consolidated results;
- Assists in knowledge sharing of results, lessons and experiences of provincial programme and projects;
Capacity Development
- Substantively contributes to the institutional capacity building for planning, monitoring and evaluation, and develops relevant tools for monitoring and reporting activities in the UNFPA Country Programme for Yemen, in line with UNFPA monitoring and evaluation guidelines and procedures;
- Contributes to strengthening the capacity of national counterparts, especially UNFPA implementing partners, on monitoring and evaluation, costing and programme reporting;
- Substantively contributes to the development, harmonization and introduction of corporate monitoring and evaluation tools, modules, working papers and guidance notes for the effective implementation of the monitoring and evaluation systems at the country and provincial levels;
- Initiates the improvement of Results Based Management, Monitoring and Evaluation, and strategic information reporting systems in the country office and provincial offices, especially within the programme team;
- Represent UNFPA in data taskforces/working groups that to (i) achieve uploading of data from all major UN and other sources (ii) ensure public access to uploaded information (iii) train staff of Yemen CO
- Coordinate with and coach all relevant units in the Country Office the timely quarterly submission of the on-line Strategic Information System (SIS) platform data, as well as the annual submission of the Country Office Annual Report;
Work Relations
- The Programme Analyst facilitates the work of consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. The SPA is a substantive contributor to the programme team in the Country Office.
- Internal contacts include the Representative, Deputy Representative/ Assistant Representative, the CO’s programme/ technical team. External contacts include other UN agencies in country, and counterparts and partners in Country programme activities, including international NGOs, experts etc.
- Perform other duties as may be requested by the UNFPA Deputy Representative.
Education Qualifications and Experience: Advanced degree or equivalent in Statistics, Economics, Development, Business/Public Administration and/or other related social science field.
Knowledge And Experience Two years of increasingly responsible professional experience in planning, designing and management of development programme and projects;
Substantive knowledge and practical experience in monitoring and evaluation in development work; experience in humanitarian rapid assessment, monitoring and evaluation is an asset;
Knowledge on monitoring indicators for population and development, sexual and reproductive health, and gender;
Experience in monitoring and evaluation of the UN joint programmes is an asset; Client oriented and strong team work;
Strong communications and writing skills in English; Proficiency in current office software applications.
Languages Fluency in English and Arabic is essential.

Job Description The Position: The M&E Analyst is responsible for the monitoring and evaluation of progress in the delivery of UNFPA’s programmes in Yemen. You will ensure that the Country Programme Evaluation Plan as well as the monitoring and evaluation framework are duly executed with quality outcomes in accordance with international and organizational standards.
You will report directly to the Deputy Representative.

It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies.

UNFPA is seeking candidates who transform, inspire, and deliver high-impact and sustained results and ensure effective external relations, communications, and partnership-building and resource mobilization in a rapidly changing development and funding landscape. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results.
You Would Be Responsible For Programme and Technical Support
- Provides timely and effective technical support on monitoring and evaluation to UNFPA programme team and implementing partners at all levels, especially towards the development, the implementation and progress tracking of the Common Country Programme Document (CCPD) and the Country Programme Action Plan (CPAP);
- Facilitates and substantively contributes to the development of monitoring indicators, monitoring calendars, and field monitoring plans, etc. for the country programme, country programme action plan, One Programme II monitoring plan and annual workplans;
- Ensures availability (including collecting and maintaining) of high quality data for country office annual reports, mid-term reviews and final reviews; Provides technical and programmatic support to programme reviews and reports;
- Organizes programme and project evaluations where relevant and ensures UNFPA evaluation quality standards and procedures are exercised;
- Monitors the progress of donor funded programme and projects and ensures quality and timely reports; Conducts annual appraisal of programme/project results as per established monitoring framework and reports on consolidated results;
- Assists in knowledge sharing of results, lessons and experiences of provincial programme and projects;
Capacity Development
- Substantively contributes to the institutional capacity building for planning, monitoring and evaluation, and develops relevant tools for monitoring and reporting activities in the UNFPA Country Programme for Yemen, in line with UNFPA monitoring and evaluation guidelines and procedures;
- Contributes to strengthening the capacity of national counterparts, especially UNFPA implementing partners, on monitoring and evaluation, costing and programme reporting;
- Substantively contributes to the development, harmonization and introduction of corporate monitoring and evaluation tools, modules, working papers and guidance notes for the effective implementation of the monitoring and evaluation systems at the country and provincial levels;
- Initiates the improvement of Results Based Management, Monitoring and Evaluation, and strategic information reporting systems in the country office and provincial offices, especially within the programme team;
- Represent UNFPA in data taskforces/working groups that to (i) achieve uploading of data from all major UN and other sources (ii) ensure public access to uploaded information (iii) train staff of Yemen CO
- Coordinate with and coach all relevant units in the Country Office the timely quarterly submission of the on-line Strategic Information System (SIS) platform data, as well as the annual submission of the Country Office Annual Report;
Work Relations
- The Programme Analyst facilitates the work of consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. The SPA is a substantive contributor to the programme team in the Country Office.
- Internal contacts include the Representative, Deputy Representative/ Assistant Representative, the CO’s programme/ technical team. External contacts include other UN agencies in country, and counterparts and partners in Country programme activities, including international NGOs, experts etc.
- Perform other duties as may be requested by the UNFPA Deputy Representative.
Education Qualifications and Experience: Advanced degree or equivalent in Statistics, Economics, Development, Business/Public Administration and/or other related social science field.
Knowledge And Experience Two years of increasingly responsible professional experience in planning, designing and management of development programme and projects;
Substantive knowledge and practical experience in monitoring and evaluation in development work; experience in humanitarian rapid assessment, monitoring and evaluation is an asset;
Knowledge on monitoring indicators for population and development, sexual and reproductive health, and gender;
Experience in monitoring and evaluation of the UN joint programmes is an asset; Client oriented and strong team work;
Strong communications and writing skills in English; Proficiency in current office software applications.
Languages Fluency in English and Arabic is essential.
