BASIC FUNCTION:
The Emergency Response & Fire Protection (ER/FP) Officer works to ensure compliance with emergency preparedness/response & fire protection regulations, help identify program-related hazards, and implement programmatic measures to create a safe and compliant work environment. The position also serves to ensure incorporation of regulatory principles for management system requirements for nuclear facilities, and leads Incident Command System implementation and competency for TRIUMF.
Emergency Preparedness & Response Leadership
- Manage TRIUMF’s Emergency Preparedness and Response Program (EPRP), including evacuation drills, program assessments, reporting, and coordination with first responders.
- Lead the Emergency Response Team and maintain strong working relationships and memorandums of understanding with external emergency and medical response agencies.
- Ensure the operational readiness of the Emergency Operations Center (EOC), including regular testing and auditing of all applicable emergency equipment, systems, and notification technologies (Regroup).
- Act as the Incident Commander for site emergencies and training Subject Matter Experts to take on this role if required.
Training, Communication & Stakeholder Coordination
- Develop and deliver emergency preparedness and response training for TRIUMF personnel, including role‑specific EPP training based on the Incident Command System.
- Provide ongoing communication of program expectations and offer briefings, coaching, and support to ensure effective implementation across the organization.
- Coordinate with public safety agencies, community organizations like UBC, and local emergency responders (VFRS).
Program Development, Compliance & Continuous Improvement
- Develop, update, and implement TRIUMF’s emergency management and fire protection policies, plans, and procedures to maintain regulatory compliance.
- Conduct inspections and audits, document deficiencies, and coordinate corrective actions for emergency response and fire prevention programs.
- Prepare and maintain program documentation, review program performance, and recommend improvements.
- Conduct regular emergency exercise drills to enhance to multi-stakeholder exercises.
- Lead and Coach OH&S Specialists in fire safety and emergency management matters.
Fire Protection & Safety Oversight
- Implement and monitor the operational fire protection program, including controls on fire loads, combustible materials, and ignition sources, while promoting fire safety awareness.
- Coordinate fire protection inspections, audits, and reviews, and lead stakeholders in developing corrective action plans.
- Serve as Fire Safety Director, ensuring inspections are completed and corrective actions are implemented for all fire safety systems and equipment.
- Lead all Inspection and Testing by Service Providers (Siemens, Troy Life & Fire Safety, etc.) and coordinate fire audits, hazard analysis and site conditions inspections with PLC Fire Safety.
First Aid Program Management
- Ensure adequate First Aid coverage across TRIUMF and coordinate the activities and training of First Aid Attendants including First Aid Room inspections and supplies.
SUPERVISION EXERCISED:
The position is does not have any direct reports but will oversee, direct, coordinate or guide TRIUMF staff in compliance with safety policy and procedures. Is expected to provide guidance, training, and mentorship to other employees within QESH.
KNOWLEDGE AND SKILLS:
- Expert level knowledge in emergency and fire safety technical concepts, practical approaches, and industry best practices
- Proven ability to develop, update, and implement complex safety programming and training
- Advanced knowledge of WorkSafeBC, NFPA, NFCC, and CNSC regulations, especially as the regulations are implemented at a licenced nuclear facility.
- Strong communication and presentation skills, and the ability to produce high level presentations for management review and performing incident reports for events and incidents.
- Strong attention to detail and analytical skills, with advanced proficiency in Microsoft Office applications and data management software.
- Ability to work independently and as part of a team
NUCLEAR ENERGY WORKER:
The position requires the incumbent to be trained and designated as a Nuclear Energy Worker (NEW). Training is provided by TRIUMF.
MINIMUM QUALIFICATIONS AND YEARS OF EXPERIENCE
- Bachelor's degree or diploma from an accredited institution in emergency management or related safety field
- Over 5 years of related professional experience, preferably with experience at a licensed nuclear facility
- Experience in the development and implementation of emergency and fire protection program metrics used to evaluate the effectiveness of a nuclear facilities safety program
Applicants must be legally able to work in Canada on a permanent basis (Canadian Citizen or Permanent Resident).
