Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.
We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.
The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.
In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Reporting to the Director of EHS LifeFlight, the Operations Manager is responsible for managing the EHS Critical Care Transport Program. The incumbent will work closely with the Program’s Medical Director, Manager of Clinical and Quality and the EHS Operations Regional Managers to ensure the seamless delivery of Critical Care in the Province and beyond. The Operations Manager must have a fundamental understanding of how a comprehensive Critical Care transport program integrates with the other Emergency Health components and broader health care system which assists in reducing morbidity and mortality. This position will manage the program’s day to day operations as well as provide leadership at a strategic level.
This Leadership position will cover a broad range of duties and the mission will be to keep the overall operational status of the LifeFlight Program of EMC fully functional while meeting or exceeding staff/customer/patient expectations. The incumbent communicates company philosophy, policy and solicits feedback and suggestions from all levels so that there is shared realization of the company’s goals in the Program.

Duties And Responsibilities The position entails, but is not limited to the following:
- Day to Day operational logistic decision making support.
- Responsible for the Safety Program and Risk Management.
- Oversight of the EHS LifeFlight Ever-greening program.
- Manage the PSL Program as required by Transport Canada.
- Responsible for the Issues Management program for EHS LifeFlight.
- Responsible for liaising with NHS on patient flow issues.
- Regular contributing member of the EMC Managers Meeting.
- Lead the Vehicle Utilization Review committee.
- Actively participates in CAMTS accreditation.
- Reviews and approves reports for the Senior Manager.
- Works closely with the Manager MCC Systems and Deployment on the active improvement of the AMTCO position.
Oversight
- Assume a leadership role in all administrative functions required for the EHS LifeFlight Program.
- Provide direct oversight of the EHS LifeFlight Safety Program including tracking and trending of incidents and occurrences
- Perform duties related to Risk Management including risk assessments, investigations and oversight of Issues Management files.
- Provide direct leadership of the Operations Support Supervisor
- Provide input into the continued development, implementation and long term maintenance and evaluation of the EHS LifeFlight Program.
- Ensure that resources are allocated and used in a manner that meets or exceeds the goals and objectives of the program.
- Manage and provide subject matter expertise and oversight of projects within the program when required.
- Liaise with IWK transport management team
- Liaise with the aviation provider’s management teams
- Liaise with the hangar landlord to manage the hangar lease and maintenance contracts
- Represent LifeFlight within the air medical community and provincially.
- Provide leadership within all aspects of the program to achieve /maintain accreditation standards.
- Coordinate and facilitate the communications of all stakeholders.
Quality Management
- Participate and support clinical research under the direction of the Medical Director(s) to develop best practices and evidence based protocols.
- Participate in non-medical quality improvement activities and provide support for medical quality improvement projects and CCT associated research.
- Ensure currency of and adherence to, policies and procedures, standards of care, and medical protocols in conjunction with the Medical Director, Senior Manager EHS LifeFlight, Manager of Clinical and Quality and Clinical Supervisor.
Strategic Activities
- Provide input into the development of EHS LifeFlight strategic plan, EMC overall strategic plan and other strategic initiatives, as required.
- Collaborate with Medavie HS, EHS and other contractors and stakeholders, as well as members of the broader health care system to maximize system integration and cooperation.
- Collaborate with the Medical Director and aviation managers to resolve issues regarding staff, community/agency concerns and other issues pertaining to the CCT Program.
Operations
- Work in consultation with the program staff and stakeholders in determining capital equipment needs, and when approved by the Senior Manager, lead the procurement of capital, as well as other required equipment and supplies.
- Responsible and accountable to manage the day to day operations of the CCT base and all human resources including management as per EMC and IWK Health Centre’s collective agreements.
- Continue to enhance the relationship among the various medical teams and the aviation crew through regular operations meetings and educational activities.
- Coordinate and facilitate the communications of all individuals and agencies associated with the Program.
- Collaborate with the program’s Medical Directors, EMC Managers and the Clinical leaders in providing safe critical care and clinical and safety education for the health professionals in the program. Also lead the development and maintenance of education and communication with all other hospitals and clinics in the communities served by the EHS CCT program.
- Manage conflict and effectively resolve problems in a timely manner.
- Assist in the development and management of the CCT Program’s Information Technology and Information Management, infrastructure and data systems.
- Ensure adequate base operations, communication with staff, ongoing day to day operations and any other mission critical issues of the EHS Critical Care Transport (CCT) Program.
- Attend regular Operational Leadership Team Meetings as well as preparation and presentation of required reports.
- Provide on call support.
- Provide regular reports and communications to the Senior Manager, and other management teams as required.
- Ensure the safe, secure functioning of the base of operations through premises management.
- Continue to enhance the relationship among the various medical teams and the aviation crew through regular operations meetings and educational activities.
- Promote and ensure the existence of a positive, healthy, and safe work environment.
- Support the organizational Peer and Family Support Program.
- Ensure adherence to collective agreements and collaborate with HR department to ensure HR issues are managed.
- Participate in interdisciplinary recruitment and selection.
Finance
- Manage Asset tracking of medical and other high value equipment.
- Manage the supply procurement process and other program purchasing including the ever-greening program as approved by the Senior Manager.
Outreach and Communications
- Work in conjunction with the EHS/EMC Public Relations & Communications Team to promote and maintain the reputation of the program and the public confidence in the CCT Program through public relations activities.
- Provide leadership and support as well as participate in the ongoing maintenance of the EHS LifeFlight Outreach Program.
- Promote and foster the valuable relationships with volunteer/community organizations
- Assist and support required resources when applicable in the development of landing zone development in requesting communities.
- Participate and provide input into the progression of landing zone development in requesting communities.
- Oversee PR and community events approved by the Senior Manager and delegation of logistics for the events.
Qualifications And Requirements Education / Experience:
- Bachelor level degree (Masters an asset) in a health related discipline or other discipline or equivalent related to this position is required. An equivalent combination of education and experience acceptable to the employer may be considered
- More than seven (7) experience as a health care professional; experience at the critical care level, an asset.
- Minimum of five (5) years’ leadership experience, including an excellent track record in people and performance management; strategic and business planning, priority setting and experience and expertise in the portfolio areas.
- Registered, or eligible to be registered, with the appropriate provincial professional organization is required.
- Experience in quality assurance and/or risk management an asset.
- Experience in an Air Medical environment an asset.
- Proficient in Microsoft Office applications.
- Management and administrative experience within a health care environment required.
- Solid understanding of high performance EHS systems.
- Previous experience and leadership in dealing with physicians, air medical transport providers and other members of an EHS system is an asset.
Knowledge / Skills
- Effective written, oral, and presentation skills.
- Displays an overall aptitude for negotiation and dispute resolution skills: leads team members by example and practices good time management.
- Exercises a significant degree of discretion and independent judgment as the position has the autonomy to make decisions based on the organizations goals and philosophies.
