Job Description:

As part of the Toronto Water team in Water Infrastructure Management Section, and reporting to the Director Water Infrastructure Management, the Manager will be responsible for managing the asset data and GIS initiatives, and supporting divisional technology projects to support infrastructure planning and assessments, policy development and system operations

Major Responsibilities:

  • Manages, motivates and trains unit staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation, lieu time and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

  • Develops, recommends and administers the annual budget for the unit, and ensures that expenditures are controlled and maintained within approved budget limitations.

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.

  • Participates as a member of the section's management team.

  • Enhances and promotes the division by providing strong leadership, setting goals and priorities and taking a proactive approach to problem solving.

  • Ensures the efficient utilization and development of human resources.

  • Supports the development of the Section's Key Performance Indicators.

  • Develops and implements water & wastewater infrastructure data systems, including policies, procedures, and best practices that ensure divisional data is user-friendly, current, trusted, visible and accessible.

  • Manages a data governance framework to facilitate the beneficial and appropriate use of infrastructure data.

  • Develops and maintains infrastructure databases for sewers, watermains and watercourses.

  • Participates in divisional assessments of new/replacement data technologies and applications.

  • Creates and executes implementation plans for adoption of new and upgrades to information process and data collection applications.

  • Undertakes pilot research projects and assesses the performance of new technologies.

  • Manages policy related to divisional infrastructure data release.

  • Participates in sustaining and improving the division's data infrastructure methodologies, tools, techniques, and standards.

  • Undertakes the development and implementation of Geographic Information System (GIS) initiatives and provision of GIS data.

  • Develops, updates and maintains asset management information including updating infrastructure data contained within the Toronto Water Asset Geodatabase (TWAG), which can include geographic representation of condition assessment information and integrating activity and costing data from the works management system.

  • Supports water loss and leak detection initiatives, including tracking non-revenue water and system leakage in collaboration with Toronto Water Sections (Water Treatment and Supply and Distribution and Collection) and other divisions.

  • Manages requests for TWAG data and InfoWorks data and models from internal and external clients.

  • Represents Toronto Water on internal and external committees.

Key Qualifications:

  • Among the strengths you bring to the role of Manager, Water Infrastructure Management, Toronto Water, you will have:

  • Considerable experience in data governance and compliance and database management.

  • Considerable experience in data analysis and statistical methods.

  • Considerable experience with GIS applications.

  • Demonstrated ability to adapt to technological advancements to embrace the rapid pace of innovation in data technologies, new tools, platforms, and methodologies to leverage new technologies, ensuring the division remains at the cutting edge of data management practices.

  • Experience gained through progressively more responsible positions in GIS service delivery, financial budgeting, project management and leading multidisciplinary teams.

  • Considerable experience in the preparation of interdivisional and external documents, including preparation of council and committee reports, review of technical reports and responding to inquiries by external agencies and the public.

  • Broad knowledge of the principles and practices of water resources, stormwater management, water distribution and wastewater collection systems, and water and wastewater treatment.

  • Demonstrated ability to operate as a fully accountable program leader and as a member of a management team.

  • Highly developed interpersonal skills with the ability to interact and communicate effectively, both verbally and in writing, with all levels of the organization.

  • Sound knowledge of principles and practices of management and a demonstrated ability to effectively motivate and lead staff.

  • Demonstrated ability to plan, lead, manage and implement multi-disciplinary projects of various scopes.

  • Working knowledge of the Occupational Health and Safety Act & Regulations, Collective Agreements, and related Employee & Labour Legislation.
