Status: Permanent Full-Time

Position Summary Reporting to the Senior Manager, Payroll Compliance & Controls, located at Toronto General Hospital, the role of Manager, Payroll Operations is responsible for managing daily operations of the Payroll department and payroll processing, ensuring accurate and timely employee payments, and maintaining compliance with statutory and labour regulations. This role provides direct management of two Supervisors and a team of Employee Records & Payroll Administrators. You will ensure the integrity of payroll processes, achieved by establishing and maintaining an effective schedule of payroll runs that meets legal, contractual, and administrative guidelines. As a key resource on payroll issues, the incumbent and the Payroll team will initiate all activity relating to administrative, legislative, and system procedures. The Payroll Operations Manager will provide direct supervision, (organizes, supervises, and evaluates the workload) for assigned staff and is responsible for the editing, correction, and verification processes of all payroll runs.

In addition to providing leadership and guidance to Payroll and Employee Records staff regarding technical and procedural issues, the Payroll Operations Manager also identifies and resolves disputes, concerns and/or problems within the team in a manner that is fair and consistent with Hospital and Departmental policies.

Duties

  • Day to Day Operations:

  • Overseeing and ensuring timely distribution of time sheets, pay statements and paid hours reports to appropriate Hospital personnel.

  • Establishing and ensuring appropriate systems are in place to enable work activities to flow smoothly and efficiently.

  • Assisting in establishing appropriate procedures regarding the request for information from employees, managers, and external areas.

  • Participating in identifying requirements for payroll system enhancements.

  • Engaging different stakeholders at all levels in the organization including finance, regarding the internal audit mechanism to ensure payroll accuracy and compliance (including year-end processing and T4 creation).

  • Identifying opportunities within the department that can bring value to the organization and optimizing the payroll function through creating standardized framework and best practices.

  • Acting as liaison with internal and external auditors to meet requirements.

  • Team Leadership & Cross-Functional Alignment:

  • Providing guidance, leadership, and mentorship to a team of two Supervisors and Employee Records & Payroll Administrators.

  • Fostering an atmosphere where exceptional customer service is the standard in a complex, fast-paced, and dynamic environment.

  • Collaborating with the Senior Manager and appropriate People & Culture colleagues with interviewing, hiring, dispensing discipline and/or terminating staff.

  • Modeling and encouraging a culture of continuous improvement and excellence in service delivery.

  • Demonstrating effective leadership and team development by fostering a positive, collaborative, and high performing work environment.

Qualifications

  • Minimum of 5-7 years of related payroll management experience, including 2+ years supervisory of management experience, preferably gained from within a large, complex, unionized and non-unionized organization.
  • Post Secondary degree in Accounting, Finance, Human Resources, Business Administration, or a related discipline. PCP certification preferred.
  • Experience with In-House payroll processing and administration. Exposure to healthcare would be an asset.
  • Possess comprehensive knowledge of Federal and Provincial payroll legislation and compliance in Canada.
  • Strong Excel skills (i.e. pivot tables; xlookup/vlookup, sumif, etc.)
  • Excellent planning and organizational skills.
  • Exceptional analytical and problem-solving skills with a focus on accuracy and detail.
  • Strong communication and interpersonal abilities, capable of managing teams with various personality types.
  • Ability to collaborate with other functional areas for meaningful work relationships (team player).
  • Proven organizational skills with the ability to manage competing priorities in a deadline-driven environment.
