Position Summary

Reporting to the Manager, Current and Long Planning, the Senior Planner is responsible for carrying out advanced and complex planning activities. This includes initiating, executing, and implementing long range planning projects and delivery of core services within the Current & Long Range Planning business unit. The Senior Planner will also play a leading role in reviewing and processing complex land development initiatives and applications such as the land use bylaw amendments.

Responsibilities

Include, but are not limited to:

  • Implementation of the City’s new Municipal Development Plan through managing the development, maintenance and evolution of the City’s statutory and non-statutory planning documents and policies.
  • Managing and contributing to the creation of the City’s ongoing New Land Use Bylaw project.
  • Providing support in undertaking strategic planning initiatives and research.
  • Providing preliminary evaluations for complex long range and current planning proposals; and supporting the processing of land development applications.
  • Representing the City at Regional Boards, Committees and Working Groups; participating in Intermunicipal initiatives and matters with neighboring municipalities; and responding to planning referrals from adjacent municipalities.
  • Undertaking research and analysis as necessary; and preparing, writing, and presenting reports to the City Council, Council Committees, Regional Boards, and the Subdivision & Development Appeal Board.
  • Planning and conducting public and stakeholders’ engagements.
  • Coordinating with internal and external stakeholders and consultants.
  • Project management and coordination.

Qualifications

The successful candidate will have a degree in Urban and Regional Planning or a related discipline such as social sciences, environmental design, urban design, or a similar field, and membership in or eligibility for membership with the Canadian Institute of Planners. A master’s degree and eligibility for membership in the Alberta Professional Planners Institute is preferred. The Senior Planner will have a Class 5 Driver’s License and a minimum of five (5) years of related experience, with knowledge of the Municipal Government Act and relevant Provincial regulations. Experience writing and interpreting planning policy and undertaking the Land Use Bylaw and subdivision processes is required. The incumbent will have an understanding and experience in developing and amending statutory and non-statutory long range plans such as Municipal Development Plans, Area Structure Plans, and Outline Plans. Project Management experience will be an asset. This position requires a high degree of computer literacy, with experience using Microsoft Office applications, GIS Software, AutoCAD and Adobe Acrobat.

The incumbent will have strong interpersonal skills with the ability to communicate, negotiate, and address conflicts with internal and external stakeholders confidently, positively, and respectfully. The successful candidate must also demonstrate the ability to adapt to changing priorities and shifting demands in a fast-paced environment.
