The Procurement Specialist is responsible for the timely and cost-effective acquisition of goods and services, while complying with corporate polices, regulatory requirements, and industry standards. This role is key in supporting operational reliability, supply chain performance and project delivery through effective collaboration with internal and external stakeholders, vendors, and contractors.
Duties & Responsibilities Procurement Planning & Strategy Execution
- Collaborate with internal stakeholders to understand procurement needs and develop sourcing strategies aligned with project timelines and budget constraints.
- Contribute to the development and execution of category management strategies for key spend areas (e.g., construction services, electrical equipment).
Sourcing
- Prepare and issue competitive procurement documents (RFQs, RFPs, RFIs) in accordance with the Elexicon Purchasing Policy and other internal policies.
- Lead the evaluation of vendor submissions, including scoring, due diligence, and consensus meetings, ensuring transparency and fairness.
- Monitor and track cost savings and generate reports based on the outcomes of competitive procurement processes.
Contract Negotiation & Management
- Negotiate pricing, terms, and conditions with suppliers to achieve best value while mitigating risk.
- Draft, review, and manage contracts, ensuring alignment with legal, regulatory, and operational requirements.
- Monitor contract performance and ensure timely renewals, amendments, or closeouts.
Supplier Relationship Management
- Develop and maintain strong relationships with key suppliers to ensure consistent quality, service, and innovation.
- Conduct supplier performance reviews and support corrective action plans when necessary.
Compliance & Risk Management
- Ensure all procurement activities comply with applicable legislation, including the Electricity Act, Occupational Health and Safety Act, AODA, and BPS Procurement Directive.
- Assist in identifying and mitigating procurement-related risks, including supply chain disruptions, contract disputes, and regulatory non-compliance.
Data Management & Reporting
- Maintain accurate procurement records, including sourcing documentation, contracts, and supplier communications.
- Generate reports and dashboards on procurement KPIs, spend analysis, and supplier performance for internal stakeholders and auditors.
Continuous Improvement & Innovation
- Participate in process improvement initiatives to enhance procurement efficiency, cost savings, and service delivery.
- Stay informed of market trends, emerging technologies, and regulatory changes affecting the energy and utility sectors.
Cross-Functional Collaboration
- Work closely with Engineering, Operations, Legal, Finance, and Project Management teams to ensure procurement aligns with organizational goals.
- Provide procurement guidance and training to internal clients to promote understanding of policies and best practices.
Key Skills & Qualifications
- Strong knowledge of Ontario procurement legislation.
- Excellent negotiation, analytical, and communication skills.
- Proficient in Microsoft Office applications (Microsoft Word, Microsoft Excel, Microsoft Outlook, etc.), Dynamics Great Plains.
- Experience with ERP Systems like SAP and Ariba.
- Excellent organizational, project management, communication and verbal skills with a strong commitment to customer service
- Ability to exercise independent judgment and perform all assigned duties with minimal supervision.
- Experience with trade tools and equipment
- Completion or pursuit of a Certified Supply Chain Management Professional (SCMP) designation is preferred.
- Additional certifications such as Certified Professional in Supply Management (CPSM) or Public Sector Procurement Program (PSPP) are assets.
Minimum Requirements
- Post-secondary diploma or degree in Supply Chain Management, Business Administration, or a related field.
- Minimum 5 years of progressive procurement experience, preferably in the energy, utility, or public sector.
- Class G driver’s license.
