Job Description:

Reporting to the Director, Law and Regulatory, the Regulatory Coordinator provides overall coordination of filing activities, documentation and associated Law and Regulatory tools and processes for tariff, rate and facility regulatory projects. A strong understanding of document controls and document management tools and methods will be essential, along with expertise in collaboration and business process development.

The Regulatory Coordinator is required to coordinate all regulatory filings and ensure that they are completed on time. The Regulatory Coordinator establishes processes, assigns tasks and oversees work to achieve this objective, and conducts front-line research and review of regulatory issues, as well as ensure essential tools, software and processes are in place to meet business needs. The Regulatory Coordinator must be self-driven, keen to take on responsibility and capable of ensuring that work product is of the highest caliber. Responsibilities:

Information Management, Document Control and Technology

  • Take the lead on information management and document control for Law and Regulatory electronic and hardcopy materials. Includes the establishment and maintenance of processes, metadata standards, file naming conventions and compliance measures.
  • Responsible for the management and organization of the internal regulatory library.
  • Act as the "go to" person for problem solving and troubleshooting regulatory filings. Provide searching and information retrieval services for the Regulatory team, external counsel, hearing team and other AltaLink departments.
  • Primary interface between regulatory and IT for information management, document control, filings and hearing support.
  • Ensure regulatory document management and filing tools and software meet compliance requirements and business needs. Perform software administration duties for regulatory software, including SAP Disclosure Management, Hearing Buddy, regulatory SharePoint site, and PowerApps.
  • Provide training to other departments on SharePoint, SAP Disclosure Management, the AUC’s eFiling system and Hearing Buddy (an in-house MS Excel VBA tool).

Filing Coordination

  • Coordinate the preparation and filing of tariff, rate and facility applications, Information Request Responses, correspondence and other submissions.
  • Responsible for the management of the Regulatory proceedings calendar.
  • Oversee the tracking of interveners, including the creation and maintenance of the intervener list and intervener binders and the updating of the intervener records in the consultation database.
  • Oversee the printing, production, distribution and tracking of hardcopy binders for all regulatory facilities and rates proceedings.
  • Act as technical interface between the Law & Regulatory team and the AUC.
  • Act as interface between Regulatory and other AltaLink departments.
  • Responsible for understanding and ensuring compliance with AUC Rule 001 and AUC confidential rulings.
  • Anticipate upcoming regulatory filings and ensure those filings are coordinated amongst internal legal counsel.
  • Assist with confidentiality modules in proceedings, including the review and redaction of certain records pursuant to confidentiality rulings.

Hearing Support Coordination

  • As work lead, establish processes, train and coach team members, facilitate work planning, assign tasks and workflows, and oversee and perform work within the Hearing Support function.
  • Coordinate hearing preparation activities, including logistics, binder production, information organization and information retrieval. Provide support to the hearing team throughout the proceeding. Includes travel and attendance at hearings.
  • Responsible for the creation and maintenance of the Regulatory Team Training Manual.
  • Assist in the creation and maintenance of documented processes in Law and Regulatory.
  • Demonstrate key behaviors and meet identified expectations outlined in our four cultural pillars – one team, continuous improvement, customer focus and personal accountability

Requirements

  • Master of Library and Information Science (MLIS) or post-secondary degree/diploma in a related discipline, or equivalent combination of education and experience.
  • Minimum 5 years’ experience in a regulatory and/or legal environment. Minimum 2 years’ project coordination or leadership experience.
  • Proven ability/experience in the above noted responsibilities.
  • Demonstrated leadership experience.
  • Demonstrated project coordination experience.
  • Understanding of regulatory processes and proceedings. Experience effectively dealing with large regulatory applications.
  • Experience researching law and regulatory topics.
  • Paralegal training is an asset.
  • Experience with software administration and interfacing with IT to troubleshoot technical issues and advance projects.
  • Collaborative and diplomatic personality, team player is essential.
  • Accurate and detailed proof-reading skills and natural affinity for details.
  • Effective problem-solving and process development skills.
  • Possess effective personal time management skills.
  • Ability to work under pressure within tight deadlines and with minimal supervision.
  • Willing and able to travel to attend hearings and work required overtime.
  • Advanced working knowledge of MS SharePoint, MS Excel and MS Word, including styles.
  • Advanced working knowledge of Adobe Acrobat professional.
  • Advanced working knowledge of SAP Disclosure Management is an asset.
  • Demonstrated ability to learn new software and systems.
  • Effective communication (verbal and written) and interpersonal skills to interface with team members and customers to promote positive outcomes.
  • Must be able to handle sensitive and confidential information with discretion.
  • Proven track record of good attendance and job performance.
