Description

Responsibilities:

  • Provides project management on large scale, complex, high profile and high risk projects for OPS I&IT initiatives.
  • Ensures project deliverables meet clients' business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks.
  • Develop templates, creating project plans, supporting the establishment of project governance, scorecards, data analysis, scheduling, governance artifacts, reports and financial reconciliation.

General Skills:

  • Leads organizational development, strategy development, business planning, and Ministry funding requests.
  • Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.
  • Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
  • Experience developing and managing project schedules, deliverables, and scope
  • Ability to promote I&IT project management best practices and adherence to standard methodologies
  • Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
  • Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures
  • Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.
  • Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
  • Develops complex project budgets based on multiple funding channels and cross ministry dependencies.
  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
  • Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
  • Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
  • Establishes and participates in steering committee and stakeholder forums
  • Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
  • Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out.
  • Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.

Desirable Skills:

  • Knowledge and understanding of Project Management's Institute's Project Management Body of knowledge Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
  • Ability to make recommendations on the acquisition of software, hardware, and technology resources
  • Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness
  • Ability to identify conflict between project and functional areas and develops responses to successfully address conflict
  • Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas

Experience and Skill Set Requirements

Project Management Requirements (30%)

  • The Project Manager is required to provide project management standards, methodology, processes, techniques advice and guidance to project leaders and staff, including sponsors, managers, team members, and also advice and guidance on project governance and project “health-checks”.
  • Project Management services will encompass all aspects expertise in initiating, planning, executing, monitoring and controlling, in all program management knowledge areas (integration, scope, time, cost, quality, communications, risk, human resources, and procurement)
  • Providing guidance and recommendations around balancing competing demands for quality/scope, time and cost, and adapting the specifications, plans and approach to different concerns and expectations of various stakeholders;
  • Providing guidance and recommendations related to approaches, governance and leadership structure;
  • In addition to this generally recognized program/project management expertise, the Vendor may also be required to follow the Client's internal project management standards, guidelines and methodology
  • Experience in identifying, prioritizing and resolving issues, challenges, risks and barriers
  • Strong Project Management skills and expertise
  • Experience with programs/projects including monitoring and control
  • Assessing the value and effectiveness of the assigned program/project in support of business priorities.
  • Ensuring that business and technical requirements are met for the assigned program/project in support of business priorities.
  • Ensuring that Project artifacts are delivered with sufficient quality
  • Coordinating the Integrated Program/project Plan and their interdependencies
  • Liaise with internal staff and external vendors, contacts, contractors, project committees and other stakeholders
  • Experience in providing strategic advice and promoting program/project management to senior executives, project leaders and staff

Leadership and Communication Requirements (30%)

  • Proven ability to lead large IT/Business programs (full Software Development Life Cycle (SDLC))
  • Providing direction and leadership for project management services delivered to
  • support the operational change management program
  • Experience working in a matrix organization and supporting cross functional teams
  • Familiar with executive level reporting
  • Excellent analytical, problem solving and decision making skills; verbal and written communications skills; interpersonal and negotiation skills.
  • Ability to lead process improvements and implement changes across multiple functional teams
  • Experience with developing reports, cost estimates, and presentations
  • Strong information technology background with demonstrated use of collaboration tools and technologies
  • Interpersonal skills sufficient to ensure all participants remain engaged and on-track in support of the implementation.

Technical Skills Requirements (30%)

  • Experience with Agile Software Development
  • Knowledge and experience with data analytics
  • Experience with the development of conceptual and detailed elaborated Architecture documents
  • Knowledge and experience with legacy system data migrations
  • Experience with data validation
  • Ability to plan and document details of all aspects of knowledge transfer
  • Creation of workflows
  • Familiar with n-Tier Design
  • Familiar with Windows-based platforms
  • Embraces security and privacy by design
  • Experience with ITSM (Information Technology Service Management) principles

Desired Skills Requirements (10%)

  • Experience working with the Ontario government in the I&IT organizations
  • Knowledge and experience with the policies and procedures of the Ontario
  • Experience in building and implementing a vendor performance framework to track, monitor and report on vendor performance.
  • Policy development, procurement, financial analysis, business case development, project management, communication strategies and project approvals within Ontario government
  • Familiar with Ontario's Digital Service Standard, 2021 Deliverables
  • Knowledge and skill with PowerBI reporting tool to build reports
  • Development of the Integrated Program/project Plan and interdependencies to ensure timely, cost effective delivery of quality business results
  • Recommend, develop and monitor a Change Management Strategy
  • Develop and deliver a Communications Management Plan and associated reporting protocols which will include providing updates for Governance Committees (Executive Steering Committee, Project Steering Committee)
  • Assessment of existing project execution and recommendations of corrective actions required
  • Report on implementation status of past months recommendations for improvements
