Job Description:

POSITION SUMMARY: Under the general supervision of the Supervisor - Landfill Operations, performs duties related to the operations, maintenance, sampling, monitoring and reporting of various systems including the landfill gas system well field, candle stick flare, stormwater and leachate collection and treatment systems, while maintaining compliance with applicable legislation, Provincial approvals and municipal by-laws.

MAJOR TASKS:

  • Operates, monitors, and maintains the leachate collection and treatment system at the Solid Waste & Recycling Facility, including various tasks such as sample collection, chemical addition, aerator and pump maintenance, and monitors the wet well and lift station in accordance with the leachate collection and treatment Operation and Maintenance manuals.
  • Monitors ground water and surface water quality through routine sampling of piezometers, ditches, rivers, and wells in accordance with Provincial approvals.
  • Conducts routine inspections of the surface water system and reports any issues or concerns to the Landfill Operations Supervisor or designate.
  • Operates and maintains the surface water flow monitoring system.
  • Conducts Landfill Gas (LFG) well field monitoring, such as measurement of liquid levels, temperature readings, flow rates, gas readings, and conducts video camera investigations in accordance with the LFG collection and flaring system Operation and Maintenance manual.
  • Adjusts LFG flow rates from the wells to minimize gas migration, control odour, and maintain adequate gas quality. Liaises closely with the LFG generation plant operator to ensure seamless operations and optimal performance.
  • Maintains and operates the landfill gas abstraction plant (Candle Stick Flare).
  • Performs and assists with confined space entries.
  • Performs checks and calibrations, preventative maintenance, and minor repairs on the landfill gas collection system, includes making modifications to wells, wellheads, and condensate traps.
  • Calibrates and maintains field instruments in accordance with the manufacturer's requirements.
  • Investigates general Landfill complaints related to environmental impacts and pollution control and provide recommendations based on findings.
  • Conducts regular inspections of the landfill cover to identify any signs of excessive settlement, cracking, or leachate seeps and report to the Landfill Operations Supervisor or designate.
  • Completes logs and other record keeping mechanisms as required in accordance with regulatory requirements.
  • Assists in the preparation and data collection for the facility’s annual reporting requirements.
  • Liaises with consultants, engineers, and contractors in relation to technical studies and construction projects.
  • Attend meetings related to the operations of the Solid Waste & Recycling Facility as needed
  • Performs Acting Supervisor duties when required.
  • May be required to perform after-hours standby duties.
  • Performs such other duties as may be assigned.

QUALIFICATIONS:

Education/Experience:

  • Diploma in engineering technology, environmental science or related discipline, together with a minimum of 3 years of related experience.

Skills/Abilities:

  • Ability to communicate effectively and concisely, both orally and in writing
  • Excellent project/time management, analytical/critical thinking, problem solving, and decision-making skills
  • Must be tactful and courteous with the public.
  • Must be reliable and capable of performing routine work with minimum supervision.
  • Must be able to interpret applicable legislation and related regulations, municipal by-laws, codes, and standards.
  • Must be able to read and understand operation and maintenance manuals, design drawings, site plans and maps.
  • Must be proficient in the use of computers and current related software
  • Must possess and maintain a valid Class “G” Ontario Drivers Licence, or equivalent.
  • Must meet the definition of a competent driver as defined by the Corporation.
  • Must be competent within the meaning of the Ontario Occupational Health and Safety Act

Assets:

  • Experience in sampling and monitoring in an industrial and/or commercial environment
  • Must have or be eligible for membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) at the technologist level
  • Affiliation with the Solid Waste Association of North America (SWANA)

CONDITIONS OF EMPLOYMENT:

  • Must have or be eligible to obtain certification for working in confined spaces.
  • Must attain and maintain First Aid Certification
  • Must remain a competent driver as defined by the Corporation
  • Must be able to work in adverse weather conditions and with landfill leachate
  • May be required to provide a successful driver’s record (uncertified)
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
