Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Payroll Office is seeking an Assistant Manager, Payroll Technology to lead the analytical support of policies and procedures surrounding the delivery of corporate payroll services and manage the technical operational analyst section in Payroll to develop, deliver, and support the Oracle payroll module and Workbrain, timekeeping system.
What will I be doing?

Oversees the Oracle payroll module development and implementation by acting as a direct subject matter expertise and first point of contact as well as the project manager for the payroll and time keeping functions, including:

Provide support to the analysts in analyzing complex problems related to payroll data, studying and prioritizing payroll application improvements, identifying the value of proposed solutions, making solution recommendations that meet user expectations, and developing business strategies for new payroll programs and systems.

Defining and developing business cases to justify project metrics for payroll process reengineering projects; representing business requirements in problem resolution during all project phases.

Clarifying, amending, developing, and negotiating vendor contract specifications, terms, and conditions; reviews recommendations from other internal disciplines for inclusion in future contracts.

Generating and approving test plans to verify that the solution meets functional requirements (e.g. test scenarios; leads testing activities and reports on outcomes for problem analysis/resolution).

Assisting the team in developing and testing implementation of new payroll system functionalities; identifying system impact when making configuration changes.

Reviews current and developing proposals and implementation plans for new or revised payroll department policies, processes, and procedures against those of the overall corporation and governing bodies and monitors adherence.

Collaborates with the Payroll Manager on key development/design changes as it relates to Oracle HCM, Payroll/Absence Modules.

Identifies, establishes, and facilitates development of departmental policies and procedures related to administering, tracking, and reporting on payroll processes and vendor contract related information.
What Skills and Qualifications Do I Need?
- Completion of a college diploma in business administration, accounting or related field – or a combination of education, training and experience deemed equivalent.
- Demonstrated years of experience in a payroll function with management experience, preferably within the public sector.
- Managerial and leadership experience with the ability to plan, set priorities, schedule and manage staff and team deliverables; Strong managerial and analytical skills; extensive knowledge of Payroll processing and legislation; high degree of accuracy.
- Service-focused leadership abilities and influencing skills.
- Organization and time management skills to develop plans, set priorities, schedule and manage projects, and deliverables.
- Human Resources and accounting processes related to the administration of corporate payroll.
- Payroll modules in contemporary HRIS/Finance systems to lead the development and implementation of the Oracle payroll module.
- Problem solving and analytical skills.
- Project management, organization and analysis to develop timelines, deliverables, schedules, and project management systems, and to conduct payroll analysis.
