Recruitment Details Zoning Development Officer Department: Planning, Property and Development Department

Designated Work Location: Unit 31 – 30 Fort Street - Hybrid with designated work location

Position Type: Up to two (2) temporary, Full-time positions (Up to 18 months)

Hours of Work: 8:30 a.m. to 4:30 p.m., Monday to Friday

Salary: $2,414.36 - $3,047.59, bi-weekly as per the Officer - Zoning Development Classification within the C.U.P.E. Collective Agreement

Job Profile Under the general supervision of the Assistant Chief Zoning Officer, the Zoning Development Officer (ZDO) receives and examines various forms of proposed and existing development applications such as development permits, re-zonings, subdivisions, variances, conditional uses, etc. to determine compliance with respective zoning by-laws, development agreements, and related municipal regulations consistent with Plan Winnipeg.

The ZDO interprets zoning and development by-laws, investigates property history and performs complex zoning analysis in order to process the approval or rejection of a development proposal.

This position is responsible for customer service delivery by providing information to internal and external customers, assists in development of public information, and performs other duties as assigned. This customer service may be delivered in person, through correspondence or verbally via the phone.

As The Zoning Development Officer, You Will

  • Receive and examine various forms of development applications to verify compliance with the respective zoning by-laws, development/zoning agreements that are consistent with Our Winnipeg and the City of Winnipeg Charter. Investigate property history and perform complex zoning analysis to process the approval or rejection of a development proposal.
  • Interpret the respective zoning by-laws, development/zoning agreements that are consistent with Our Winnipeg and the City of Winnipeg Charter.
  • Perform customer service delivery by providing information to internal and external customers including the general public, professionals, developers, contractors, other levels of government, and other City Departments, and performs other duties as assigned.

Your Education And Qualifications Include

  • Successful completion of a course in Drafting and Blueprint Reading/Surveying.
  • Three (3) years’ experience in the land development field such as surveying, sub-professional engineering (CET), architecture, city planning, AND/OR experience applying/interpreting city zoning by-laws.
  • Knowledge and experience with the AMANDA software system, GIS and iView would be an asset.
  • Ability to apply the City’s zoning and land use control procedures and regulations.
  • Ability to read and interpret building plans and specifications.
  • Ability to read legal descriptions of properties and to identify the property on zoning maps.
  • Ability to comprehend and interpret by-laws, agreements, and to convey such information to architects, developers, contractors and others.
  • Written communication skills with the ability to prepare concise and accurate correspondence to internal and external customers.
  • Verbal communication skills with the ability to effectively communicate information to others, including colleagues and members of the public.
  • Ability to work in a multi-task and highly stressful environment to meet established deadlines.
  • Ability to perform concise analytical and mathematical calculations.
