Job Description:

POSITION PURPOSE SUMMARY:

The Community & Family Services Worker assists individuals and families who are seeking aid and assistance from or have been referred to The Salvation Army St. Catherines. This position also supports relevant, holistic, programming and special events developed to meet the needs of the individuals and families served through the St. Catharine’s Community Services.

The work of this position supports the organizational desire to balance transactional distribution services with relational and transformational ministry. Working collaboratively with the leadership of the St. Catharine’s Church, they will support programs where a spiritual focus can be applied, and The Salvation Army mission and vision can truly come to life.

ACCOUNTABILITIES:Client Services and Programs

  • Conduct initial intake application and screen clients for general emergency assistance, including food, clothing household needs, referrals etc.
  • Create a safe space for clients and their families where they can explore their practical, social, emotional and spiritual needs.
  • Through conversation and prayer, shares the hope and love of Jesus in a manner that supports and respects the faith journey of our clients and their families.
  • Oversee the activities of the various programs, organize, and ensure that the facility is tidy and clean, adequate stock levels, sort and process donated goods and process clients through the various programs.
  • Under the direction of the Corps Officer (supervisor), assist with new and existing program and service provisions in the community. Ensure a spiritual dynamic, and focus, in all programming, including facilitated access for clients to pastoral services and other church-based programs.
  • Work collaboratively with other CS staff to maintain, promote and improve the profile of TSA St. Catharines Church and its Community Service programs within the community; actively promote Church and CS programs to clients.
  • Network with Salvation Army, government, and community social service providers to coordinate resources for the benefit of clients and program.
  • Participation at community meetings/client referrals as directed by supervisor.
  • Oversee, support and where applicable participate in the following seasonal programs provided by the Community and Family Services i.e., Christmas Hampers, Christmas Kettles, Camp Programs, Summer Backpack program; aid with other programs as required.
  • Refer clients for pastoral support as required.

Supervision

  • Support, assist, supervise, train and schedule volunteers; demonstrate work methods and ensure they work together to achieve the purpose of the organization and enhance the ministries of The Salvation Army.
  • May assist in the development of strategies and recommendations for volunteer development.
  • In consultation with the supervisor, organize regular meetings with volunteers.

Finance & Administration

  • Ensure that Ministry Unit policies, procedures and compliance requirements are followed for the safe/secure handling of all monetary donations received and appropriate documentation of gift cards and various vouchers is maintained, i.e. clothing vouchers.
  • Prepare/provide statistical reports and monthly statistics as necessary for SAMIS reporting.
  • Maintain written records, logs of activities, including activity reports and statistical information.
  • Periodically review program assistance guidelines with supervisor.
  • Maintain accurate, confidential records of client information on The Salvation Army’s computer system (such as Link2Feed) while maintaining confidentiality.

Kettles

  • Provide support in getting Kettles to zone locations prior to staff and/or volunteer’s arrival at Campaign onset.
  • Ensure all Kettle donations are delivered to secure location at shift completion.
  • Communicate daily issues and supply deficiencies to the supervisor.
  • Orient and remind staff/volunteers on proper Kettle handling and duties as required.
  • Supervise, support and assign (as required) staff and/or volunteers throughout the Campaign.
  • Visit locations during shift changes and intermittently.
  • Ensure timesheets and mileage reports are submitted accurately and timely (weekly basis).
  • Remain at the Kettle for the full shift (until relieved), ensuring security of donations received.
  • Respond to questions/queries from potential donors regarding SA ministries and programs.
  • Promote, coordinate, and oversee the activities of Christmas Kettle Campaign Worker staff and/or volunteers.
  • Oversee the operations of the Christmas Kettle campaign including scheduling of staff and/or volunteers.
  • Will participate in recruitment of kettle worker staff and/or volunteers.
  • Orientation and performance management of kettle worker staff and/or volunteers.
  • Coordinate the schedule for kettle staff and/or volunteers and respond to emergency absences, etc.
  • Foster and maintain positive working relationships with kettle sites.
  • Coordinate the delivery and pick-up of kettles to/from sites daily, ensuring the security of donations; may deliver and pick-up kettles in an emergency situation.
  • Host at a kettle as required ensuring necessary coverage for breaks, etc.
  • Ensure that kettle locations have adequate supplies of literature etc.
  • Record statistical data and prepare weekly time sheets as required.
  • Post campaign; organize retrieval of all equipment/supplies from various kettle locations.

Health and Safety

  • Ensure that the Community & Family Services is tidy in relation to appearance, condition and safety as recommended by Public Health etc.
  • Ensure the safety and comfort of the ministry unit by maintaining cleanliness and food safety etc.
  • Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.

Perform other related duties as required.

CRITICAL RELATIONSHIP MANAGEMENT:
Conducts Routine Interactions.
Internal: Corps Officer, staff, volunteers, clients, donors.
External: Community, clients, Government, and community social service agencies.

MANAGERIAL/TECHNICAL RESPONSIBILITIES:

  • This position reports directly to the Corps Officer/Community & Family Services Director.
  • Recruit, support, assist, supervise, train and schedule 10 to 20+ volunteers.
  • May assist in the development of strategies and recommendations for volunteer development.

FINANCIAL AND MATERIAL MANAGEMENT:

  • Manage the distribution of grocery store cards with a combined total limit of $20,000.
  • Oversee Christmas Assistance program materials management such as donations, product flow and distribution of same.

WORKING CONDITIONS:

  • This is a permanent part-time position based on 25 hours per week.
  • Flexibility in scheduling is required, some weekend and evening work may be required.
  • The Supervisor will set the hours of work and work schedule.
  • Working environment is typically in the office in generally agreeable conditions.
  • This job requires reaching, bending, and stooping frequently, working in a sitting and standing position for periods of time.
  • Dealing with difficult people and verbal abuse.
  • Ability to lift/move 30 - 39 pounds.
  • Some travel, up to 10% of the time is required for picking up Christmas kettles, donations and/or food etc. Required to use the program vehicle when available.

Please Note: There will be a seasonal temporary increase in hours to a maximum of 35 hours per week during the months of November and December and includes a ½ hour unpaid meal break where applicable.

EDUCATION, EXPERIENCE AND QUALIFICATIONS:

Education, Qualifications and Certifications:

  • Completion of a Community College Diploma, Social Service Worker, counselling, or equivalent in a related field of study.
  • Current, valid Safe Food Handlers Certification or willingness to obtain.
  • Non-Violent Crisis Intervention Certification preferred.
  • Valid Ontario Class “G” Driver’s License, own vehicle, and insurance, and provide an original copy of current driver’s abstract for review and verification that it satisfactory to The Salvation Army, in its sole discretion, is required.

Experience and Skilled Knowledge

  • Minimum of two (2) years of prior related experience, including experience working with multi-barriered persons with mental health issues
  • Knowledge of community-based resources and experience networking with government and social service agencies.
  • Valid Ontario Class “G” Driver’s License, own vehicle, and insurance, and provide an original copy of current driver’s abstract for review and verification that it satisfactory to The Salvation Army, in its sole discretion, is required.

Compensation:

The target hiring range for this position is $34,555.52 to $43,194.39 with a maximum of $51,833.27.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
