The Senior Manager, Research IT Program Delivery provides leadership and direction in the delivery of complex, multi-stream IT programs supporting the strategic objectives of the Research Institute. This role is accountable for the successful delivery of two programs, Research eHub and Clinical Research Technology Transformation, ensuring alignment with institutional priorities, and delivering measurable outcomes through robust governance, stakeholder engagement, and financial oversight. This role provides leadership and oversight to both direct reports (a team of Senior Project Managers and a Project Analyst) and cross-functional team members assigned to program initiatives within a matrixed organizational structure. It requires close collaboration with Research IT, Corporate IT, Research Operations, and Clinical Research Operations teams.

Here's What You'll Get To Do

  • Lead the development of program IT strategies, timelines and major deliverables to meet defined goals and outcomes.
  • Partner with executive sponsors and senior stakeholders, effectively communicating across diverse groups to ensure alignment and shared vision throughout the program delivery.
  • Establish and oversee program governance structures, including steering committees, escalation protocols, and success metrics.
  • Provide direction and support for two Senior Project Managers and one Project Analyst. Coach them in advanced project management practices and stakeholder engagement, while fostering adaptability, collaboration, and the ability to navigate complex organizational environments.
  • Oversee program-level financial management, including budget planning, tracking of business value, and return on investment assessments.
  • Collaborate with Senior Management across portfolios to identify and prioritize initiatives aligned with strategic goals. Develop business cases to support capital funding requests.
  • Manage strategic roadmaps for funded capital and operational IT programs. Ensure effective planning, execution and close-out activities, including resource planning, dependency management, stakeholder engagement, budget management, change management, and risk mitigation.
  • Manage vendor relationships, including contract negotiations, issue resolution, and program roadmap alignment. Ensure full value realization from vendor solutions.
  • Maintain high levels of political sensitivity and empathy to navigate organizational dynamics and influence outcomes across diverse teams.
  • Responsible for operational and capital budgets related to program delivery.

Essential Requirements Here's What You'll Need:

  • Bachelor's or Master's degree in Computer Science, Health Informatics, Information Systems, Business Administration, or equivalent experience.
  • Minimum 3 years of experience in program-level finance and resource management and tracking return on investment (objectives and key results, key performance indicators), managing budgets of $1M or more.
  • Minimum 5 years of experience managing complex IT projects.
  • Minimum 5 years demonstrated experience in leading diverse, cross-functional teams and managing upward among senior leadership in a senior project manager or program manager role.
  • Minimum 3 years demonstrated experience in broader public sector procurement, contract negotiations and vendor management.
  • Strong leadership and relationship management skills, including the ability to influence, build consensus, and negotiate across the organization.
  • Proven ability to make sound decisions in ambiguous situations by leveraging critical thinking, assessing risks, and engaging appropriate expertise.
  • Demonstrated business acumen and domain knowledge in the academic life sciences, clinical operations or research environments, including deep understanding of privacy, audit, and regulatory requirements.
  • Demonstrated experience in formal project and program delivery methodologies.
  • Proven ability to develop and communicate program objectives, inspire and motivate staff and diverse stakeholder groups, and maintain alignment with strategic goals.
  • Excellent verbal and written communication skills, with the ability to tailor messaging to varied audiences.
  • Demonstrated commitment to EDI, particularly in engaging with diverse stakeholder groups

Preferred Requirements

  • Demonstrates empathy, resilience, and adaptability, building trust and alignment across diverse stakeholder groups and navigating
  • complex organizational relationships with insight and tact.
  • Familiarity with industry trends and innovation in program and project management.
  • Strong understanding of the federal, provincial, and institutional regulatory environment.
  • Ability to master details while maintaining strategic oversight.
  • Experience with agile, waterfall and hybrid project delivery models desired. PMP /PgMP, Prince 2 or equivalent internationally recognized project management certifications are desired.
