Are you a skilled Oracle Customer Care & Billing (CC&B) Application Specialist who thrives in designing advanced solutions to meet dynamic business needs? You will be instrumental in developing, planning, analyzing, troubleshooting, testing, and implementing solutions to enhance the CC&B application and related meter-to-cash processes. Your role involves proactively investigating, interpreting, and articulating business requirements and industry opportunities to recommend IT solutions that align with business objectives. You will analyze user requirements to design and implement process and system solutions for customer information systems (CIS) and related technologies.
What You’ll Do Business Process Analysis and Design:
- Analyze current and future business processes, propose enhancements, and contribute to the design of new systems.
- Recommend improvements to existing processes and actively participate in the design phase of new systems.
- Identify business requirements and refine complex processes, consulting with stakeholders to ensure comprehensive input.
Solution Development And Implementation
- Lead the design, development, and implementation of new business processes, enhancements, and regulatory changes.
- Identify key integration points between CC&B and other systems.
- Lead design sessions to prototype new systems and solutions to enhance business operations and information flow.
Research And Innovation
- Research and recommend emerging functional processes, enhancements, and technologies.
- Stay current with leading trends for Oracle CC&B by participating in user groups, conferences, and training.
Documentation And Testing
- Develop and document business requirements, functional specifications, and technical specifications.
- Review and analyze existing systems and develop strategies for improvement.
- Develop, execute, report, and document test plans to evaluate process and system performance.
Implementation And Support
- Plan and coordinate system implementations, enhancements, and change requests.
- Design and implement systems, policies, and procedures for disaster recovery and data archiving.
- Coordinate database access and performance issues with vendors and end-users.
- Support Oracle CC&B version upgrades and new technologies.
Training And Compliance
- Collaborate with Organizational Change Management to prepare training materials and presentations for end-users.
- Ensure compliance with legislative, regulatory, and health and safety policies.

Who You Are Education & Technical Knowledge
- College diploma or university degree in computer science, information systems, engineering, business administration, or finance.
- Strong understanding of database structures, theories, principles, and practices for CC&B Application.
- Proficiency with SQL and MS Office applications.
- Understanding of utility industry business processes and practices.
Experience
- Extensive experience (5-7 years) in business analysis or solution architecture using Oracle CC&B.
- Minimum 5 years’ experience in developing and implementing business processes.
- Strong working knowledge of IT tools and standards for supporting various application software.
- Experience with designing, building, installing, configuring, and supporting database servers.
- Experience in a unionized utility environment is an asset.
Skills/Abilities/Competencies
- Solid problem-solving and analytical skills.
- Strong written and presentation skills.
- Ability to plan, prioritize, and execute multiple projects.
- Collaborative working relationship skills with internal and external stakeholders.
- In-depth knowledge of CC&B system and Ontario Electricity regulations.
- Understanding of system development lifecycle, CC&B framework, configuration, and quality assurance processes.
