About the role

Job Description Contract long term up to 14 months Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

PRESTO is an electronic transit fare payment system in the Greater Toronto, Hamilton and Ottawa areas that eliminates the need for tickets, passes and cash. PRESTO serves more than 5 million customers across 11 transit agencies and processes over $2.5 billion in fares through 67 million boardings per month (pre-pandemic). Today, PRESTO offers one of the most globally advanced fare payment systems in the world having delivered new ways to pay for customers, including real time PRESTO Contactless with credit and Interac debit and PRESTO in Mobile Wallet across its transit agency clients, including the Toronto Transit Commission (TTC). Enhancing the customer experience through continuous improvement while working with our transit agency clients to support their needs, and maintaining a system that performs exceptionally, continue to drive PRESTO toward making transit better for all.

The Manager, Payments Data Governance, manages activities to increase awareness and drive adoption of data governance across the payments This includes having the requesting domain knowledge and experience to implement process definition and scale out across the organization, data quality & governance, regulatory compliance stakeholder communication, including business unit collaboration, training, and vendor management. Ensure close collaboration with the enterprise data governance function. The manager is accountable for ensuring payments data governance requirements are input accurately into the Procurement RFP requirements and is available as a consultant to the Procurement Program as needed.

Reporting to the Director of Payment Insights, Analytics & AI, the Manager of Payments Data Governance directly collaborates with PRESTO’s internal and external stakeholders to establish and implement data governance strategies and frameworks. By partnering with stakeholders such as transport agencies, this role drives improvements in data governance maturity, supports operational excellence, and enhances trust in data-driven decision-making as part of PRESTO's analytics strategy.

What will I be doing?

  • Executes on the defined research strategic vision and operational roadmap for payments data and analytics governance, provide strategic input and leadership to mitigate risks, aligning data governance initiatives with broader transit agency business objectives., and lead the development and implementation of a data governance framework for payments data across multiple transit agencies.
  • Oversee critical data governance processes such as metadata analysis, sensitivity classification, data flow mapping, and the monitoring of data quality metrics (accuracy, completeness, consistency, uniqueness, timeliness, and validity).
  • Facilitate secure and effective data sharing among transit agencies, vendors, and through procurement channels.
  • Utilize enterprise data governance model to establish a robust governance structure for the payments division, ensuring initiatives have proper executive oversight.
  • Embeds data governance considerations specific to the division into new and/or existing payments processes (e.g., procurement) and reviews RFPs, contracts, and Investment Panel documentation to proactively identify potential data governance issues and make strategic recommendations on how issues can be mitigated. Leveraging data governance framework to be embedded in the current and future procurement and transformations to oversee data governance requirements adherence by the vendors.
  • Manages the implementation of an AI governance framework to oversee the ethical use and deployment of AI technologies in payments, ensuring alignment with organizational and regulatory standards.
  • Defines and implements key performance indicators, tools, and support to drive organizational data governance program outcomes and promote best practices in data governance.
  • Support the Payments Data & Analytics team in ensuring the secure and effective sharing of data across various partners and transit agencies.
  • Maintains artifacts, including but not limited to an inventory of data sources, data governance assessment documents, and a registry of data owners, stewards, and custodians.
  • Actively participate/engage with Metrolinx Data Governance (e.g., the Lead Data Steward Group) to ensure Payments data governance is aligned with the enterprise data governance program.
  • Oversee data architecture by collaborating with IT and data management teams to define and enforce standards and practices that align with organizational data governance policies.
  • Develop metrics and KPIs to evaluate the effectiveness of data governance initiatives, continuously monitor performance, and make necessary adjustments to improve outcomes.
  • Monitors and ensures data governance policies, procedures and standards are in place and operating effectively throughout payments to satisfy the requirements for compliance reporting to Internal Audit and the Ministry of Transportation, and ensuring provincial audit recommendations are actioned and closed.
  • Provides management and subject matter expertise to payments business stakeholders, ensuring that everyone interacting with payments data, including transport agencies and procurement, is aware of the enterprise strategies and understands their roles and responsibilities for implementation.
  • Accountable for liaising with Commercial Management and Client Management to ensure alignment with any potential changes in contractual commitments with Transport Agencies (TA) on data rights.
  • Collaborates with other information governance functions across Metrolinx including, Records & Information Management, Cyber Security, IT, Legal, Architectures, and Privacy Office to ensure alignment of activities and other ongoing initiatives.
  • Ensure compliance with industry regulations, internal policies, and privacy laws, including PII (Personally Identifiable Information) management.
  • Oversee the creation and maintenance of data dictionaries, and related documentation.
  • Provide strategic input and leadership in mitigating data governance risks and ensuring alignment with Metrolinx’s broader business objectives.

What Skills and Qualifications Do I Need?

  • Completion of a degree in business administration, information management, data science, engineering, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in data governance, information management, data analytics etc.
  • Expert knowledge of the principles and practices in the Data Management Body of Knowledge (DAMA-DMBOK), as well as provincial and/or federal policies, directives, and legislation relating to Artificial Intelligence, Data Management, Open Data, and Data Governance.
  • Proficient in at least one of the data governance and management software solutions such as Azure Purview or Collibra. Expertise in developing and implementing AI governance frameworks, including setting guidelines for ethical AI use, data privacy, and compliance with legal and regulatory requirements.
  • Demonstrated experience in establishing data governance programs and managing the prioritization, assessment.
  • Demonstrated experience developing, implementing, and measuring the success of enterprise strategies, including the definition/measurement of key success factors, objectives, and outcomes.
  • Leadership skills to coach, mentor, and manage a team of business professionals.
  • Excellent communication, analytical, and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization and influence decision-making of leaders and specialists across multiple sectors.
  • Project management skills, including work planning, monitoring and evaluation expertise, to manage multiple projects with competing priorities and tight deadlines.
  • Knowledge of change management theories, best practices, approaches, tools, and technologies to ensure the successful implementation of new/revised programs.
  • Ability to conduct program analysis, identify Key Performance Indicators, and build management dashboards.
  • Proficiency in MS Office (e.g., Outlook, Word, Excel, PowerPoint, Project, etc.), Teams, SharePoint, and PowerBI
