This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Reporting to the Manager, the Program Manager is accountable to deliver projects on time and on budget, manage external construction management partners while ensuring superior communication with tenants from project start to finish.
What you’ll do
- Deliver multi-million dollar construction projects on time and on budget occurring concurrently in multiple occupied residential buildings
- Coordinate with TCHC’s energy management and design and engineering divisions to ensure energy targets and build standards are met
- Administer CCDC forms of contract including Construction Management and Design-Build as well as custom Design-Build-Operation and Maintenance Agreements
- Manage relationships with internal and external partners to ensure regular, effective communications with tenants
- Manage external contractors and construction management companies as applicable ensuring schedules, budgets, and project commitments are consistently met
- Prepare, review, confirm, recommend the scope of work and contract reviews (including service level agreements on assigned projects
- Establish communication protocols, financial reporting, progress updates, scheduling, and work activities to meet/exceed contract obligations.
- Coordinate with various departments at TCH to successfully implement assignments
- Participate in Joint Health and Safety Committees meetings and/or committees as required
- Implement, evaluate and recommend corporate vendor management policy and procedures
- Supervise, mentor, train, and direct project staff including unionized service and administrative staff as required
- Manage staff’s attendance: i.e. vacation requests, payroll input, and monitor staffing capacity re: shifts, on-call, call-out schedules as required
- Ensure Health and Safety compliance, workplace accident and injury investigations & reporting.
- Supervision of multi-disciplined contractors’ pool, including performance evaluations, site inspection, service procurement, and delivery strategies from concept to completion.
- Responsible for the project communication to all parties.
- Prepare, review and conduct progress meetings/minutes and presentations to stakeholders.
- Develop and manage stakeholder relationships.
- Prepare and/or review project budgets including projections, tracking, adjusting, and reporting costs anomalies, and reconciling costs month/quarter/year-end.
- Provide and recommend approaches on program /project budgets to Manager or designate
- Other duties as assigned
What you’ll need
- Proven program management experience in construction related to building mechanical and electrical systems such as HVAC
- University degree or college diploma in a relevant discipline or equivalent work experience in overall facility, design, construction, maintenance management, and contractor performance management.
- Minimum 5 years' demonstrated experience and knowledge in successfully delivering concurrent multi-discipline projects and/or capital construction projects and/or facilities management services in occupied residential buildings
- Preference will be given to applicants who have extensive experience in managing numerous contractors completing work in occupied residential units and buildings
- Ability to perform team development, mentoring, and coaching
- Experience supervising unionized staff is an asset.
- Design experience in related disciplines an asset
- Knowledge of all relevant construction and industrial codes including Occupational Health and Safety Act (OHSA), Ontario Building Code, Gas Code, Fire Code local By-Laws etc;
- Sound knowledge of Ontario Social Housing Act (OSHA), Residential Tenancy Act, Ontario Building Code, and related legislation
- Knowledge of CCDC and contract administration in order to resolve contract problems and effectively manage the resolution of construction-related issues
- Analytical skills to identify problems and areas requiring study to recommend appropriate procedures
- Results-oriented with an extremely high work ethic, excellent communication skills (interpersonal, oral, and written) in order to liaise with staff and prepare reports
- Demonstrated strong presentation skills in a forum with a diversity of stakeholders.
- Working knowledge with software packages such as Microsoft Word, Excel, Adobe, Bluebeam and Microsoft Project, etc.
- Experience working in a unionized environment is preferred.
- Knowledge of community housing, real estate, REIT industry is preferred.
- Valid G driver’s license and access to a vehicle
