Job Description Summary
Performs a wide variety of duties and responsibilities as assigned by the Director, Custodial Services, to ensure effective use and care of the Campus premises. This position is assigned to the day shift. This shift typically works Monday to Friday and may require Weekend work on occasion.
Identifies and actions maintenance, repairs, or renovation projects to the Director, Custodial Services; Manages an annual budget for the area of responsibility. Manages, monitors, and controls expenses on labour, materials, supplies, and equipment to meet established budget requirements.
Organizational Status
Reports to the Director, Custodial Services. This position will work collaboratively with other Facilities staff. They will routinely interact with other members of the University.
Work Performed

Participates and leads planning sessions with the department and within own team on developing departmental requirements, policy, and procedures, introducing new work methods and equipment.

Responsible for creation of daily, weekly, and monthly schedules for staff and schedule deployment to ensure labour costs are effectively managed while ensuring standards for service delivery are met.
-
Researches and compiles information on products, equipment, services, productivity, work methods, etc.; analyzes labour and materials costs; creates changes to policies and/or procedures to improve efficiency or effectiveness of services. Manages inventory of departmental supplies, chemicals, tools, and equipment for assigned area.

Develops and is responsible for an allocated annual budget for the area of operation. Monitors and controls expenses on labour, materials, equipment and supplies to meet established budget requirements.

Inspects buildings and grounds in relation to services rendered by contractors. Ensures departmental cleanliness and maintenance requirements are being met by the Custodial Services teams and contracted staff. Initiates action to improve deficiencies with physical facilities.

Develops recommendations for capital renewal needs for campus facilities, particularly with regards to carpet replacement, window and window gasket condition reporting and pest control related issues. Collaborates with other managers of building systems to scope projects. Works with internal staff and contractors as required to develop costs associated with projects.

Responsible for the asset management, stewardship, and procurement strategy for campus assets managed by Custodial Services, including maintenance plans, inspection plans, equipment condition reports, and liability reporting. Develops workflows to lead cross-functional teams who use and service the equipment. Identifies inefficiencies in the department's asset strategy and is accountable for remediating these issues.

Designs and executes preventative maintenance strategies for custodial equipment to ensure optimal performance and longevity. Ensures staff are educated on the resulting processes and works with the Custodial Scheduler/Trainers and Operations Manager to identify and correct patterns of deficiencies. Develops and executes initiatives intended to reduce costs or improve the efficiency of operations.

Investigates and addresses service concerns as required.

Ensures that employees work in an accurate, safe manner, in accordance with all UBC and WorkSafeBC safety standards, practices, and procedures.

Responsible for defining the scope and requirements for custodial Requests for Proposal (RFP)/ public bid opportunities under the area of assignment. Evaluates proposals, leads the onboarding process, and ensures the contract is executed in accordance with the terms of the contract. Leads, as required, routine contract management meetings with the chosen vendors to ensure the relationships are fruitful and efficiencies are identified and actioned appropriately.

Establishes and outlines the scope for the annual carpet cleaning program of over 1 million sq ft indoor space, in consultation with various interested parties on campus, including but not limited to: custodial staff, customers, contractors, students, and other Facilities units.

Communicates plan annually to all interested parties and is responsible for accurate delivery of work and overall quality delivered.

Responsible for the development, execution, and control of the associated quality assurance process for carpet cleaning works.

Accountable for leading contractors, clients, and other facilities staff in line with the regulations required of the Integrated Pest Management Act (BC). Owns the Integrated Pest Management Plan for UBC Point Grey Campus and is responsible for making changes in line with changing regulations and/or campus environment or policies. Responsible for documentation and communication of the plan, and gathers feedback for improvement and effectiveness of the plan. Responsible on behalf of Facilities for all decisions related to pest control management for the campus.

Participates in department and University initiatives, committees, and programs, including but not limited to Return-to-Work Attendance Management programs and various committees as fitting the needs of the position.

Ensures procedures are established and followed to maintain the security of all Building Services master keys and/or individual keys used for equipment, storage, and access to rooms and buildings.

Manages designated staff by performing duties such as prioritizing and assigning work tasks and inspecting completed work to ensure conformance with established standards.

Manages Human Resources issues, in collaboration with HR, in the areas of recruitment, performance evaluation, training, coaching, attendance management, discipline, labour relations, and terminations. Identifies, develops and actions on training requirements for teams. Leads recruitment efforts for assigned teams. Utilizes and provides training to assigned staff on applicable EMMS system(s) and Workday (UBC’s HRMS/Finance system).

Co-ordinates activities of the trades and other staff periodically assigned to the Campus Buildings. Acts as Facilities representative liaising with Department Administrators. Notes alternations within Campus Buildings and reports discrepancies from plans to Director, Custodial Services.

Works with personnel to reduce incidents of vandalism and misuse of building property by recommending actions and changes. Co-ordinates and supervises Facilities activities associated with bookings.

Errors in judgment could result in unnecessary expenditures due to over-staffing, higher costs for increased repairs or maintenance, losses from injury to staff or campus guests, and could lead to labor relations situations. Failure to train and empower staff could result in lost productivity, low morale, and poor performance among employees, contributing to reduced customer satisfaction and a potential loss of business. Failure to ensure the safekeeping of keys could lead to the loss of University or campus visitor property and/or to personal risk to building occupants.

Responsible for supervising a workforce of M&P and 116 staffing, including but not limited to 1 Custodial Coordinator, 2 to 4 Head Service Workers, and 20 to 125 Service and/or Utility Workers, with staffing levels fluctuating based on operational seasons and daily occupancy demands.
Minimum Qualifications Undergraduate degree in a relevant discipline. Minimum of five years of related experience or the equivalent combination of education and experience.

Certification in Carpet Care by 11CRC or ISSA CMI preferred.

Must be familiar with industrial cleaning methods and procedures, and the operations of all related equipment, in order to supervise the staff and meet service standards.

Knowledge of WHMIS is required, and First Aid would be an asset.

Must be tactful, diplomatic, and have good interpersonal skills.

Fluent in both spoken and written English.

Able to effectively plan and delegate complex tasks.

Able to manage and lead a large and diverse workforce.

Demonstrated supervisory experience, preferably in a unionized environment.
