This position will work with the broader People Services team as well as key stakeholders within the City of Medicine Hat to create and implement learning and development programs to enhance individual and organizational performance. This position is an on-site position located in Medicine Hat, Alberta. Relocation Assistance is available for the successful candidate. Your key responsibilities

Training Needs Analysis:

  • Collaborate with People Services and departmental managers to identify skill gaps and training needs within the organization.

Curriculum Design and Development:

  • Design, develop, and update training programs, courses, and materials that align with organizational objectives.
  • Create e-learning modules, manuals, presentations, and other training resources.
  • Responsible for researching, sourcing, and evaluating external programming options and make recommendations for in-house program/course development versus external training programs/courses.

Training Delivery:

  • Deliver and facilitate training programs using all mediums including in-class, e-learning, virtual facilitation, and blended learning.

Organizational Development and Employee Experience:

  • Collaborate with leadership to implement strategies and interventions that promote a positive organizational culture, improve team dynamics, and increase efficiency.

Learning Technology:

  • Manage training related software systems used by the city to track training and competencies; defines process/procedures for training related updates and communicates updates with impacted end-users; makes suggestions and assists with changes to design; loads users and courses, leverages tools to administer online training where applicable.

Evaluation/Metrics, Compliance and Reporting:

  • Create performance metrics, analyze data, and produce reports on the effectiveness of training programs. Use metrics and data to track progress and make data-driven decisions.
  • Continually evaluate and review current training offerings within the organization, and assess the effectiveness, design, and maintenance of these programs.

Change Management:

  • Support organizational change initiatives by providing training and resources to employees during any transitions.

What you bring

  • An experienced business professional with solid business acumen and a solutions-oriented approach to organizational challenges.
  • Strong customer service skills and action-oriented in responding to the needs of others.
  • Strong understanding of the connection between talent initiatives and business success. Able to facilitate conversations connecting the ideas and impact.
  • Excellent communication skills including listening, facilitation, and presentation skills. Must be able to express ideas, engage various stakeholders and influence action.
  • Strong critical thinking and analytical skills.
  • Strong project management and time management skills - planning, building, testing, change management, delivery, and measurement.
  • Resourceful, a problem-solver, takes initiative, and is a team player.
  • Good knowledge and understanding of talent management programs and adult learning including curriculum design sourcing and creating both online and classroom programs.
  • Demonstrated facilitation and presentation skills.
  • Proficiency in using Microsoft, LMS and e-learning development tools.

Qualifications

  • Bachelor's degree in human resources, psychology, education, or a related field or a combination of education and experience may be considered.
  • Five (5) years' directly related experience as a human resources practitioner, preferably in a unionized environment. Experience to include the development of learning and training programs.
  • Completion of some supplementary coursework and certifications related to human resources and adult learning would be an asset.
  • Designation as a Chartered Professional in Human Resources (CPHR) is considered an asset.
  • Relevant certifications in talent assessment tools would be an asset.
