The Ministry of SaskBuilds and Procurement, Information Technology Division, supplies services to the public and other ministries that support efforts to build the economy and make a better life for all Saskatchewan people. The IT Project Delivery Office (PDO) within the Digital Solutions Branch is seeking a dynamic and highly motivated, innovative, and strategic professional to fill a permanent, full-time position of the Senior Business Analyst, IT Project Delivery and Governance Support.

Reporting to the Manager, IT Project Delivery, you will play a key role in strengthening governance practices, ensuring compliance with project delivery standards, and driving continuous improvement across the organization. The Business Analyst works with other team members, stakeholders and service providers to coordinate the successful delivery of Information Technology-related projects within the Project Delivery Office.

In this role, you will:

  • Monitor adherence to IT Project Delivery standards, frameworks, and best practices.

  • Ensure consistent use of approved templates and tools across project teams.

  • Conduct post-implementation reviews and audits to assess compliance and effectiveness.

  • Maintain and enhance the IT Project Delivery Framework and Process Asset Library.

  • Manage and improve project delivery templates and tools.

  • Track key performance indicators (KPIs), project health, and benefits realization.

  • Provide data-driven insights and impact analysis to support governance boards and decision-making.

  • Capture lessons learned from completed projects to inform future initiatives.

  • Recommend enhancements to PDO processes and tools based on feedback and performance analysis.

  • Act as a key resource in supporting the day-to-day operations of the IT Project Delivery Office.

  • Support the ministry’s IT project portfolio and ensure alignment with standards, policies, and processes.

  • Support planning and implementation of technology-related projects and service requests. Align project reporting with executive governance committee processes.

  • Develop reporting mechanisms and dashboards to provide regular updates to stakeholders on project progress, status, and key metrics.

  • Use insights from governance reviews to recommend improvements to processes, systems or governance frameworks

You will have:

  • In-depth knowledge of project management methodologies, frameworks, tools, and best practices.

  • Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels.

  • Strong leadership skills with the ability to inspire and motivate a team.

  • Solid understanding of IT infrastructure, software development lifecycle, and emerging technologies.

  • Proficiency in project management software and collaboration tools.

  • experience in client-facing roles and in communicating with stakeholders to identify and define requirements, scope, and objectives for projects.

  • Experience with Microsoft Project Online or other Project management tools

  • Knowledge of Organizational Change Management principles

  • a client-centred perspective to your work.

  • Proven ability to work with a variety of internal partners and external stakeholders to achieve project deliverables.

  • Experience and having worked within the public sector environment is highly desirable.

The ideal candidate will have outstanding organizational, interpersonal and communication skills; extensive knowledge and experience in business analysis within a complex work environment, the ability to think analytically and creatively to support the Division’s strategic and operational plans; the ability to work effectively and collaboratively with the Ministry’s staff at all levels; and the ability to model the Government of Saskatchewan’s cultural values of Respect and integrity, Excellence and Innovation, Citizen Centered Service and a One-Team approach.

Typically, the knowledge required for this position would be obtained through the successful completion of a degree in Computer Science, Business Administration or Information Technology, combined with a professional Business Analyst Certification (CBAP) and further supplemented with several years of IT Business Analysis experience. Additional certifications in change management, project management, and IT service management (e.g., PROCI, PMP, and/or ITIL) is an asset.
