About the role

Under the direction of the Assistant Controller, the position is responsible for the development, implementation and maintenance of sound financial systems and internal controls for the Department, mostly related to Transit’s the oversight and management of Transit’s operating and capital budgets including budgeting and forecasting as well as day to day oversight for accounts payable, accounts receivable, purchasing and p-cards.

The emphasis is on providing timely, accurate and objective financial reporting and analysis to the Assistant Controller for their business decision making and providing suggestions for improvement to accounting processes and policies and following through with implementation. This position ensures City procurement rules and administrative standards are consistently adhered to. The development and maintenance of internal controls (manual and electronic) to safeguard Transit’s assets from mismanagement or misappropriation is also a critical function of this position.

The Financial Analyst is also responsible for the daily supervision, training and mentoring of accounting staff.

The Financial Analyst also provides support to the Assistant Controller in overseeing the forecasting, budgeting, and financial planning processes and will be involved in the coordination and preparation of year-end files and working papers. The incumbent may work directly with the external auditors or other third parties.

The Financial Analyst assists with the preparation and presentation of ad-hoc reports and analyses as directed by the Assistant Controller. This position also needs to understand basic payroll functions and may be required to provide support to Transit Business Centre, payroll and capital areas as needed.

As the Financial Analyst**, your duties will include****:**

  • Provides financial control and oversight of the daily office operations for the Transit Accounting Branch.
  • Provides leadership, supervision and training for staff. Acts for the Assistant Controller in their absence and provides other related duties as assigned.

Your education and qualifications include:

  • Professional CPA Accounting designation in good standing.

  • Bachelor of Commerce or Diploma in Business Administration. A combination of education, training and experience may be considered.

  • Three years directly related experience in the following areas: development and preparation of comprehensive budgets, forecasts, business plans, account reconciliations and financial analyses.

  • Must have strong financial analytical skills and experience in the preparation and analysis of financial forecasts and operating and/or capital budgets.

  • Three years directly related experience with accounting and internal control systems as they apply to the revenue, procurement, accounts payable, accounts receivable and inventory management cycles.

  • Experience with audit objectives, processes, and procedures would be an asset.

  • Must have experience in directing the accounting and administrative functions.

  • Must have experience supervising and mentoring junior staff.

  • Experience in a unionized environment would be desirable.

  • Must have extensive knowledge of and experience with the Microsoft Office suite of software applications (Word, Excel, Outlook, PowerPoint, Teams), including the demonstrated ability to develop complex spreadsheets in Microsoft Excel.

  • Proficient with various accounting software applications (such as; SAP, Great Plains, etc.). Experience with PeopleSoft would be considered an asset.

  • Strong organizational and time management skills with the ability to prioritize tasks and establish and meet deadlines.

  • Effective verbal communication skills.

  • Effective written communication skills.

  • Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Policy.

  • Strong knowledge of generally accepted accounting principles and other reporting practices. Knowledge of those applicable to municipal governments would be an asset.

  • Ability to work independently with minimum supervision and exercise judgement in non-routine situations.

Conditions of employment:

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • Must maintain a professional accounting designation, Chartered Professional Accountant (CPA), in good standing.
  • A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
