Toronto Seniors Housing Corporation (TSHC) provides subsidized rental housing in a state of good repair for approximately 15,000 low- and moderate-income seniors in 83 buildings across the city. Toronto Seniors Housing is focused on ensuring access to services and integrated supports for seniors’ tenants to realize successful tenancies and allow seniors to age in place. Reporting to the Tenant Engagement & Services Supervisor in our Northeast Region, Tenant Services Administrator will provide a wide range of administrative and clerical support required in the day to day management of a social housing portfolio, including administrative duties supporting leasing activities, creating and maintaining tenant records, annual rent review activities, and collecting data & generating reports.

Responsibilities

  • Rent Assessment and rent reviews in accordance with Housing Service Act (HAS) guidelines. Including recalculations.
  • Prepare letters and correspondence in accordance with the Arrears Collection Process
  • Work with team members to identify tenants at risk of eviction due to nonpayment of rent
  • Communicate results with necessary parties to action if required in accordance with process
  • File and monitor/ repayment agreements in accordance with the Eviction Prevention Policy
  • Liaise with site staff/external agencies (e.g. OCHE, ODSP, POA) when follow-up is required
  • Coordinate tenant legal processes including initiating termination notices for tenant arrears/breaches of Residential Tenancy Act (RTA)
  • Preparation of routine correspondence and reports
  • Preparation of general tenancy and tenancy management correspondence as required
  • Initialize input and support tenant pre-authorization payment process
  • Create tenant files, verifying RGI eligibility, coordinating all leasing documents, preparing lease and all relevant leasing documents

completing the lease package in accordance with leasing check lists etc.

  • Meet with the tenant to sign the lease documents and review tenancy requirements.
  • Data collection and generating reports (including but not limited to)
  • Tenant information as it relates to leasing activities, including income and assets documents;

Arrears reports.

  • Record keeping and documentation
  • Maintain an effective electronic and manual record keeping system for business practices including: tenant files, accounts payable

documents,Housing Service Act (HSA) documents and legal documents, etc

  • Respond to inquiries (including but not limited to)

  • Questions regarding rent calculations;

  • Legal matters including eviction for rent arrears;

  • Charges

  • Parking

  • Administer process for common spaces including but not limited to recreation rooms, storage, parking etc.

  • Other duties as assigned

Qualifications

  • Minimum 3 years’ experience in property management and administration
  • College diploma in business administration and accounting or equivalent relevant experience.
  • Ability to obtain a Certificate in Rent Geared to Income (RGI) Administration
  • Tenancy Administration and Management certificate is an asset
  • Experience with vulnerable populations within a social housing context an asset.
  • Knowledge of income support programs and gerontology/aging considered an asset
  • Working knowledge of data based financial and client systems in a computerized environment
  • Demonstrated ability to make calculations accurately and working knowledge of financial procedures
  • Demonstrated ability and proficiency in RGI Calculations
  • Demonstrated experience in file management, both digital and analog, including relevant documentation practices and abilities
  • Exceptional customer service skills
  • Demonstrated problem solving and critical thinking abilities
  • Strong communication skills, both written and verbal
  • Knowledge of various Housing Programs and legislation including: Residential Tenancy Act, Occupational Health & Safety Act, Eviction
  • Prevention Policy, the Human Rights Code, HSA, SHRA, etc.
  • Demonstrated experience in preparing routine correspondence, memoranda and reports
  • Proficient in Microsoft suite, including Microsoft word, excel, and outlook
  • Experience with data input, manipulation, and report generation.
  • Ability to work cooperatively and collaboratively as a team
  • Excellent interpersonal skills required to interact with tenants, external agencies and with staff
  • Must be able to meet deadlines with conflicting priorities and work independently with minimum supervision

Candidates for unionized positions must score a minimum of 70% to pass any interview or assessment and be considered for the next stage of the recruitment process. Successful candidates will be determined based on score and where applicable, union seniority. Note: not all candidates who score 70% or higher will automatically proceed to the next stage of the recruitment process as this will be dependent on the number of candidates and number of available roles.

Assessment Process:

Candidates will complete an online test, a computerized written test and a verbal interview. Candidates will need to achieve a score of 70% on each step/assessment to pass. Successful candidates will be considered further based on union seniority. In the event there are any changes candidates will be notified prior to the assessment in writing.

About Toronto Seniors Housing Corporation

Government Administration

Once fully established in June 2022, Toronto Seniors Housing Corporation (TSHC) will provide safe, affordable and supportive rental housing in a state of good repair for seniors (age 59+) living in the 83 seniors-designated buildings owned by Toronto Community Housing. TSHC will provide services through an Integrated Service Model designed to enable senior tenants to age in place, have successful tenancies and enjoy better quality of life.

The creation of Toronto Seniors Housing Corporation is part of the City's Tenants First Plan and recognizes that seniors have specialized needs. In June 2022, our newly-created organization will assume leadership of 83 seniors-designated buildings that accommodate approximately 15,000 residents aged 59 and up.

Seniors-focused social housing combines appropriate health and community supports with well-maintained homes and living conditions to ensure that seniors can continue to live independently. Toronto Seniors Housing Corporation will further develop an integrated service model that brings access to healthcare into seniors buildings, such as door-to-door vaccination clinics during the pandemic.
