About Musqueam
We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. Reporting to the Chief Administrative Officer (CAO), the Senior Director of Title, Rights, and Government Affairs play a key role in advancing the long-term strategic vision and goals of the Musqueam Indian Band and supporting key operational functions. This position serves as a liaison between Musqueam and external stakeholders, ensuring that discussions and initiatives align with Council priorities. The Senior Director is responsible for identifying strategic opportunities and drive outcomes through relationship agreements and projects. This position requires a high level of engagement with various stakeholders, including government-to-government relations, Musqueam Capital Corporations, and other external agencies.
In addition to these tasks, this position is responsible for the Intergovernmental Affairs, ESD, Archaeology, and Fisheries Department. Position also provides support to Chief and Council, particularly in relation to the Strategic Direction Committee.
Working closely with the Committee Chair, the Senior Director leads the development of strategic project plans, provides presentations and updates to Council, and ensures that all initiatives contribute meaningfully to Musqueam’s long-term objectives.
Success in this role requires a strong ability to think strategically, manage complex relationships, and drive projects that deliver tangible benefits to the Musqueam Indian Band. This position requires an overall review of existing and emerging projects, and requires to analyze, assessing, and reviewing these projects and providing recommendations to move projects to the finish line.
This role is considered as a Senior Management Role, therefore may call on you to assist in additional duties related to the Senior Management Team when required.
Roles and Responsibilities:
- Track and analyze government policies, legislation, and funding opportunities that impact Musqueam, providing strategic recommendations to leadership.
- Supports the CAO and Council by identifying historical information and ensure staff prepare briefing notes base on this information and how it would align with Council priorities and strategic direction.
- Oversee and analyze high-level projects assigned by the CAO, ensuring they align with Musqueam’s strategic direction and Council’s priorities.
- Develop and implement strategic plans for intergovernmental initiatives and assigned projects, ensuring they contribute to the long-term benefits of the Musqueam community.
- Monitor and assess the effectiveness of each assigned initiative and project, providing regular updates and reports to the CAO, Committee, and Council. Identify and mitigate cost benefit analysis associated with assigned with each assigned major project. Make recommendations for improved organizational efficiency.
- Supports and works with CAO, Committee, and Council to implement the Musqueam Strategic Plan.
- Provide direct support to CAO and Chief and Council in matters related to intergovernmental affairs, negotiations, and strategic decision-making.
- Communicates and supports departments with new project initiatives as they relate to external affairs or negotiations.
- Attend Chief and Council meetings, provide briefing notes when required.
- Provides leadership to department managers of: IGA, ESD, Fisheries, Archeology.
- Other duties as assigned
Knowledge, Skills, and Abilities
- Masters degree in Business Administration, Public Administration, or a related field
- Minimum of 7-10 years of progressive leadership, with at least 5 years in a senior management role.
- Proven ability for relationship building and networking, and developing deep relationships at each level of government.
- Demonstrated experience working with Indigenous communities or organizations is highly preferred.
- Commitment to learning and incorporating Musqueam Specific culture and language into employment.
- Related experience in work planning and budgeting.
- Ability to use tact and good judgment in dealing with sensitive and complex issues.
- Ability to maintain confidentiality.
- Must be able to work in a team environment, with the ability to work and engage with other departments and the community.
- Successful Criminal Record Check
Working Conditions
- Work is performed in an office environment
- Regular office hours include Monday to Friday.
- Additional hours of work will be required for after hours Council and Committee, and meetings outside of work.
