Job Description:
Overview
The Engineering Technologist (Construction) is an 18-month contract role within the Engineering Division, Development Services Department at the City of Kitchener. The position supports the Engineering Construction team by overseeing municipal consents, right-of-way activities, construction inspections, surveying, and utility coordination related to capital works and third-party infrastructure projects.
Responsibilities
Right-of-Way Oversight & Management:
- Reviews, approves, or rejects municipal consent applications for utilities and telecommunications infrastructure within City right-of-way.
- Coordinates and inspects third-party construction to ensure compliance with City specifications and approved permits.
- Inspects restoration work and has the authority to require corrective action.
- Ensures compliance with OTM Book 7 traffic control and public safety requirements.
- Liaises with the public to resolve inquiries or complaints
Construction Site Inspection:
- Conducts on-site inspections for a wide range of capital and maintenance projects (roads, sidewalks, sewers, watermains, rehabilitation programs).
- Tracks quantities, materials, daily activities, and progress through inspection reports and project diaries.
- Ensures contractor compliance with City, Provincial, and Occupational Health & Safety Act requirements.
- Provides field‑based solutions to unforeseen construction issues in consultation with design engineers.
- Performs quality control checks and coordinates material testing.
Pre-Engineering & Topographical Surveying:
- Performs field surveys for design and pre-design of municipal infrastructure projects.
- Provides survey and technical support to other City divisions.
Sanitary & Storm Sewer Utility Locates:
- Responds to Ontario One Call locate requests, including emergency and high-demand situations.
- Assesses excavation risks relative to buried sewer infrastructure.
- Marks infrastructure locations and issues locate sheet documentation within legislative timelines.
- Identifies and resolves discrepancies in infrastructure mapping in coordination with GIS staff.
- Other related duties as assigned.
Education
- 3-year degree/diploma in Civil Engineering or related field.
Experience
- 4-7 years of related experience, including civil related construction and design experience.
Skill Equivalency (if applicable)
Additional Requirements
- Registered as a Certified Technician (C.Tech) or Certified Engineering Technologist (C.E.T.) with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT).
- Valid MTO G class driver’s license in good standing to be able to drive a City Vehicle and ability to provide Drivers Abstract at your own expense as a condition of employment.
Knowledge, Skills, and Abilities
- Strong knowledge of:
- City (CKSS), Regional (DGSSMS), Provincial standards (OPSS/OPSD)
- Occupational Health & Safety Act legislation
- Ontario Traffic Manual (OTM) Book 7
- Construction inspection, surveying, and quality control
- AutoCAD/Civil 3D, GIS, and Microsoft Office
- Strong communication, problem-solving, organizational, and analytical skills.
- Ability to manage multiple priorities and projects simultaneously.
- Communication skills to liaison with contractors, utility agencies, internal and external partners, and the public, to represent the City’s interests during complaint resolution.
- Ability to support project values compatible with the organization and to participate as an effective team member.
- Problem-solving skills to configure solutions to unique engineering problems.
- Reliable with a good attitude and employment record.
