Situated within Capital Project Planning and Delivery, the Strategic and Professional Support Services Branch is responsible for the supporting the delivery and management of departments' capital projects. The Strategic and Professional Support Services Branch, investigates, implements, and supports the use of innovative and traditional project delivery tools, leads strategic project development, coordinates overarching capital delivery supports, and plays a significant role in the annual estimates process and other corporate functions. The branch is tasked to lead and deliver on government mandates, which involves significant internal and external collaboration and stakeholder engagement.

Qualifications:

Essential:

  • Post-secondary education in Project Management, Engineering, Public or Business Administration. An equivalent combination of education, training and experience may be considered.
  • Significant leadership experience in a capital planning or project management environment with focus on leading teams to deliver and report on specific mandate items.
  • Strong planning, research, and analytical skills, with the ability to provide clear advice and recommendations to senior management, including preparation of authority seeking documents.
  • Demonstrated ability to build and maintain trust-based relationships and collaborate strategically with a variety of stakeholders, including experience with consultation, negotiation and conflict management.
  • Efficient political acumen to manage highly confidential, controversial, and/or politically sensitive information, and conduct business in a professional manner.
  • Strong organizational and time management skills with the ability to prioritize workloads and effectively manage deadlines.
  • Excellent verbal communication skills including the ability to present and explain complex information to a variety of audiences.
  • Excellent written communication skills including the ability to prepare a wide range of materials, including strategic communications, authority seeking documents and reports.

Desired:

  • Certification in Project Management (e.g., Project Management Professional (PMP), PRINCE2.
  • Certificate in Public Service Management (CPSM).

Duties:

Reporting to the Director, Strategic Support Services, the Strategic Initiatives and Policy Manager oversees and provides functional direction to both the Strategic Initiative and Alternative Delivery (SIAD) and Policy and Strategic Support teams. The Manager provides leadership to staff of both teams and in the development, review, and analysis of infrastructure investment proposals, authority seeking documentation, senior-level presentation and briefing materials, analytical documents, reports and other work product in support of department and government mandates. This role will regularly act as a key representative of the Strategic and Professional Support Services Branch on interdepartmental working groups, external engagements and in other similar venues.
