Title: Operations Director, es zúmin’ Primary Care Center
Salary: $ 112,090 - $151,650 per year (pay range explained below)
Contract: This position is a term with the FNHA until 06/20/2026 with a possibility of extension. When the term position ends with the FNHA, it is intended that this position will be offered as a permanent role with the es zúmin’ Primary Care Clinic.
Hours: Standard Hours - 37.5 Hours per Week
Location: Mount Currie, BC (Occasional travel to Vancouver and travel relatively frequently to the Southern stl'atl'imx communities, which are up to 3 hours away by road)
FNPCI Initiative The First Nations-led Primary Care Initiative (FNPCI) aims to improve access to primary health-care services for First Nations people across BC in a way that is culturally safe and closer to home. The FNPCI is part of the province’s primary care strategy, which is integrating team-based care in communities throughout B.C. and changing the way primary care is delivered with the creation of primary care networks in partnership with the Regional Health Authorities.
To meet the health and wellness needs of First Nations people, it is very important that primary care is culturally safe and culturally informed where Indigenous ways of knowing and being are woven into services.
One of the main objectives of the FNPCI is to develop new First Nations Primary Health Care Centres in rural and urban locations across the province. The centres will provide access to culturally safe, quality primary health care services for First Nations people and their families. The aim is for clients to feel safe, welcomed, valued, respected and heard when they access care services at one of these centres.
About The Centre The es zúmin’ Primary Care Centre (PCC) provides culturally safe, trauma-informed primary care services to the Líl?wat, N’Quatqua, Samahquam, Skatin and Xa’xtsa First Nations communities. es zúmin’ means “to care for”, and the es zúmin’ PCC is a place to provide holistic care for people, incorporating Indigenous ways of knowing and being in all our services. Located in the Líl’wat Health Pqusnalhcw Health Centre (11092 Blackbear Road, Mt. Currie) and the Southern Stl’atl’imx Health Society (SSHS) main building (321 IR10 Road Road, Mt. Currie), and with mobile clinics providing services in N’Quatqua, Samahquam, Skatin, and Xa’xtsa, the es zúmin’ PCC provides a safe space for First Nations people and their families to seek high-quality primary care services.
Working at the es zúmin’ PCC is guided by the foundational Vision and Seven Directives of FNHA, emphasizing care, respect, and excellence in serving First Nations communities. About The Role The position directs the implementation and operationalizes the es zúmin’ Primary Care centre, a BC First Nations Led Primary Care initiative in the FNHA Southern Stl’atl’imx sub-region. This region extends 150 km from N’Quatqua in the north to Tipella (Xa’xtsa/Douglas Nation) in the south. This sub-region includes five First Nations communities, the Líl.wat, N’Quatqua, Samahquam, Skatin and Xa’xtsa (or Douglas) Nations. This position champions the integration of traditional wellness and culturally embedded health and wellness practices within inter-professional practice. The position develops team-based primary care model and oversees the quality of coordinated care. The position also ensures quality of care, consistent health outcomes, and client experiences through providing ongoing coaching and advice to team members. The position also provides operational leadership to a team of healthcare professionals and directs corporate functions for the primary care center.
The position reports to the Vancouver Coastal Executive Director and will work closely with the Director, Community Health and Wellness, the Regional Manager, Primary Care and in alignment with the Centre’s Governance model which includes the three local Nations, supporting the Centre’s priorities and service model goals.
About You Education
- Degree in Health Management or a relevant field, and a minimum of 10 years of experience, or an equivalent combination of education, training, and experience.
- Master’s Degree in a relevant field (e.g., Business, Health Administration, Nursing) would be an asset.
- Minimum 8 years’ experience leading and managing a team in a health care environment, or management level in primary care.
- Minimum 8 years’ experience in health management, managing budgets, program management, operational and strategic planning.
- Minimum 3 years’ experience working directly in or with First Nations communities.
- Experience in mental health and substance use is an asset.
- Clinical background and experience is an asset.
- Experience developing and overseeing operational contracts, agreements and MOU’s.
- Experience in risk management and service delivery contingency planning.
- Experience working with and delivering health services to First Nations clients is an asset. On the condition that the candidate demonstrated above average knowledge of First Nations culture and anti-Indigenous racism response, and presents an attitude of cultural humility.
- Training in anti-Indigenous racism response and cultural safety and humility is an asset.
- Experience working with Electronic Medical Records and billing system is an asset.
- High degree of comfort using digital technology and online systems
Knowledge
- Strong knowledge of cultural safety, humility and trauma informed approaches to care.
- Knowledge of, and ability to apply, an understanding of First Nations cultural principles and protocols in work situations.
Competencies
- Ability to lead and manage teams.
- Ability to create and foster a culture of humility to enhance quality and culturally safe work environments, and to identify and address anti-Indigenous racism and cognitive biases in a proactive manner.
- Ability to lead and model cultural safety, humility, relational practice and a trauma informed approach in all interactions, partnerships and planning initiatives.
- Ability to oversee and manage operational budgets.
- Ability to handle sensitive and confidential information and matters in a trusted and responsible manner.
- Ability to develop and maintain administrative systems, processes and procedures.

The top 10% of the pay range is for the incumbents who are industry experts in the job with the combination of exceptional experience and competencies needed to perform all duties and responsibilities at a superior capability level. Internal employee compensation will be determined as per the FNHA Employee Total Compensation Policy.
