JOB DESCRIPTION
Duties:
Reporting to the Senior Manager, Occupational Safety & Hygiene Programs, this role is responsible for the planning, development and implementation of strategic safety and health standards and programs for BC Hydro. Working in collaboration with Operations and Capital Infrastructure teams, the position integrates sustainable safety solutions into the business to enhance overall safety performance. The team uses a disciplined project management approach and leverages subject matter expertise across the safety team and operations to drive change and embed effective and practicable safety systems, methods and procedures throughout BC Hydro.
- Leads a team of safety professionals and senior safety advisors through coaching, performance management, and development to support the delivery of health and safety programs, ensuring projects and programs are completed within scope, on schedule, and within budget.
- Leads the development of complex specialty safety programs identified as organization wide priorities to address compliance gaps and mitigate high risk exposures to employees and the public.
- Partners with the business and Safety department peers on change management plans for project implementation and program execution and sustainment.
- Manages complex, multi-unit business projects with medium to high risk, overseeing scope, budget, and costs while maintaining intended safety outcomes and quality standards.
- Advises and makes recommendations to the Senior Manager of Occupational Safety & Hygiene Programs on the development and implementation of enterprise-wide safety and health strategies, policies and standards, including the resolution of critical and high-risk safety issues affecting the organization.
- Establishes program requirements and responsibilities in alignment with BC Hydro’s Safety Framework requirements and Safety Governance model.
- Ensures a comprehensive approach to meeting requirements through the Develop-Implement-Sustain-Assure stages of the program lifecycle.
- Develops and oversees annual work plans, ensuring team deliverables are completed as planned; coordinates program work planning and resource allocation; leads and facilitates stakeholder engagement.
- Provides senior level review and/or approval of technical work and regulatory interpretations.
- Facilitating recruitment and selection of qualified safety professionals and ensures the assignment of the right people to the right roles in the right location. Investigates and analyses challenging problems, evaluates risks and applies innovative solutions.
- Seeks new technology, processes and products that will benefit the Safety Programs team.
- Maintains current knowledge of health and safety legislation, industry practices, and risk management approaches.
Qualifications:
- 7 years of experience in progressively more responsible roles in safety & health, program management, and procedure development, including leading change in a large complex organization.
- University degree or diploma in Safety, Business Administration, Planning or Health, Life Sciences or related discipline. An equivalent combination of education and experience may be considered.
- Experience managing health and safety programs and resolving related issues.
- Demonstrated leadership experience.
- Strong understanding of regulatory and technical matters related to managing health and safety risk.
- Demonstrated ability exercising sound judgment in analyzing and resolving challenging and unusual issues with considerable independence.
- Strong working knowledge across related disciplines to enable effective stakeholder relationship management, collaboration with cross‑functional and cross‑company teams, and provide technical coordination and leadership. * Considerable knowledge of the utility industry and associated safety hazards and issues.
- Well-developed communication, facilitation, negotiation and interpersonal skills.
- Well-developed planning, organizational, analytical and problem-solving skills
- Demonstrated project management knowledge and skills.
ADDITIONAL INFORMATION

Travel across the province to field sites will be required.

A condition of employment for this job is that you maintain your Driver's License: Class 5 In Good Standing.
