Halifax Regional Municipality is inviting applications for the permanent, fulltime position of Inventory Analyst in Finance & Asset Management Business Unit. Under the direction of the Manager, Materials Management the Inventory Analyst will monitor and maintain HRM’s bulk fuel and Winter Works related (sand, salt, etc.) inventories. The Inventory Analyst is responsible for the purchasing, receiving, billing, reconciliation, and the management of inventories and oversees scale house staff to meet operational requirements. The Inventory Analyst provides sound judgement with a high level of discretion in decision making and responsibility to perform these duties for multiple locations throughout the Municipality.

In addition to their key responsibilities, the Inventory Analyst is expected to integrate established goals and objectives, recognize the roles and responsibilities within the procurement process including the application of standardized programs and practices as they carryout their work by applying appropriate purchasing processes and HRM’s standardized workflow processes. Procurement staff are expected to advocate for and demonstrate the value of public procurement; to demonstrate a high level of professional values and ethics; to apply strict compliance with confidentiality and protection of information regulations; and to integrate the mission, vision and values of the Procurement department in everyday practice.

DUTIES AND RESPONSIBILITIES:

  • Uses Enterprise Resource Planning (ERP) software and fuel management system (i.e., Computrol/ProFuel, Veeder-Root Inform) to monitor and maintain HRM’s Inventory levels.
  • Identifies and correct irregular inventory activities.
  • Prepares month-end and year-end inventory reports outlining total usages, discrepancies and anomalies.
  • Identifies issues, performs root cause analysis and applies appropriate mitigation strategies and processes for any discrepancies.
  • Reports on anomalies to management and security where applicable. Also create and submits reports to the Department of Environment and Climate Change and Financial NS Taxation Department (i.e., fuel tax).
  • Investigates, identifies and reports on incident irregularities.
  • Monitors salt and fuel vendors’ compliance with contracts (i.e., price and agreed service standards);
  • Identifies and recommends process improvements to operating procedures.
  • Assumes responsibility for other bulk inventory commodities should the need arise in future.
  • Is responsible and/or participates in the Surplus Asset program as assigned by the Manager, Materials Management.
  • Prepares Documentation for annual licensing (i.e., Department of Environment and Climate Change, NS Taxation Department).
  • Arranges for alternate fueling options in the event of equipment failures at any fuel site(s).
  • Ensures inventory control practices are compliant with Federal, Provincial and Fire regulatory codes.
  • Contacts and works with the NS Department of Environment and Climate Change and NS Department of Labour, Skills and Immigration & HRM Energy and Environment on any concerns over reportable inventory problems, spills or to clarify regulatory requirements.
  • Coordinates with HRM’s IT department to resolve any software issues and configuration changes.
  • Manages and coordinates various aspects of fuel software upgrade projects.
  • Manages the relationship between HRM and its salt suppliers and carriers.
  • Arranges for alternate and/or additional carriers in the event of primary supplier material or equipment shortages.
  • Monitors and reports on usage to operations; HRM affiliates; and outside contractors.
  • Manages salt sales to HRM affiliates and contractors including work order management, reconciliation, and billing.
  • Settles work orders monthly and rectifies billing issues with performance-based contractors who purchase salt from HRM.
  • Reconcile inventory (e.g., received Inventory, issued Inventory, physical Inventory) and investigates discrepancies.
  • Survey physical salt & sand against ERP inventory levels.
  • Processes goods receipt and goods issue (i.e., work orders and goods issues) for salt and sand.
  • Trains, oversees, and monitors scale house security contractors.
  • Ensures and oversees the ongoing maintenance of the scale house infrastructure and scales and/or self-service kiosks.
  • Maintains current contractor list for facility and performance-based contractors.
  • Responds to and addresses urgent client, staff and contractor requirements 24/7 with a cellular phone provided by HRM.
  • This position must report to work during storms or Emergency Management Office (EMO/EOC) operations.
  • May perform other related duties as assigned.

QUALIFICATIONS: Education & Experience:

  • Diploma in a business or supply chain related field and three (3) years’ inventory related experience OR an equivalent combination of education and experience will be considered.
  • Experience with ERP systems with respect to Materials Management
  • Experience with SAP MM module is an asset
  • Fuel management system Computrol/ProFuel, Veeder-Root Inform software training, or willingness to obtain.

Technical/Job Specific Knowledge and Abilities:

  • Familiarity or the ability to become familiar with applicable Provincial, Federal and Municipal legislations and guidelines related to fuel and fuel management
  • Strong analytical skills
  • The ability to solve problems under pressure
  • Above average skills using Microsoft Office 365

**HOURS OF WORK:**8:30 AM - 4:30 PM, Mon-Fri for 35 hours per week.

SALARY:$34.87 per hour (NSGEU 222)
