####Position Summary:

Reporting to the Senior Director of People and Culture, the Senior Manager of People and Culture is a key member of the HR leadership team responsible for the strategic and operational delivery of human resources services across the City. The role provides leadership and oversight in Recruitment, Health, Safety and Wellness, Diversity, Equity and Inclusion (DEI), and People Development, including Organizational Development.

Working within a complex, unionized environment, the Senior Manager leads initiatives that foster a fair, inclusive, and supportive workplace culture. This role requires strong collaboration with unions, senior leadership, and external stakeholders to ensure HR policies, programs, and practices align with organizational goals and reflect best practices in public-sector human resources.

####Key Responsibilities:

Strategic HR Leadership

  • Drive continuous improvement of HR policies, procedures, and systems to support strategic priorities.
  • Contribute to long-range HR planning, including succession planning, performance management, and change management.
  • Champion equity, diversity, inclusion, and reconciliation initiatives across the organization.

Health, Safety and Wellness

  • Provide oversight and strategic direction for the City’s Health and Safety program.
  • Support implementation of the attendance management program.

Recruitment

  • Oversee staffing, recruitment, onboarding, seniority, layoff, and leave management processes.
  • Provide leadership and support in the administration and optimization of the Human Resources Information System (HRIS).
  • Represent the HR department on district-wide committees and special project teams.

People Development

  • Provide senior-level oversight of the learning and development portfolio.
  • Support the transition and integration of the organizational development portfolio into HR.

Supervision

This position includes direct supervision of staff.

####Education, Experience, and Skills:

  • A university degree in Human Resources, Business Administration, or a related field.
  • Minimum 7 years of progressive HR experience in unionized environments, with demonstrated success in labour relations, disability management, and HR operations.
  • Proven ability to lead and develop teams, manage complex cases, and collaborate effectively across departments.
  • Strong knowledge of employment legislation, including the Human Rights Code, Employment Standards Act, Workers Compensation Act, and privacy legislation.
  • Proficiency with HRIS platforms and data analysis tools.
  • Excellent communication, conflict resolution, and project management skills.
  • High degree of discretion, sound judgment, and professionalism.
  • Experience working within a unionized environment is required.
  • Experience in a municipality, school district or other public-sector environment is preferred.
